<br />COUNCIL CONSIDERATION <br />LP-3l <br />June 8, 1976 <br /> <br />Request: LP-3l, Review of lan~scape 2nd plat plan for proposrd <br />Career Development Center in conjunction with united <br />Theological Seminary Master Plan. <br /> <br />Applicant: United Theological Seminary of the Twin Cities. <br /> <br />Location:. 3000 Fifth Street mv(Northeast of the intersection of <br />5th St. NV~ and Stinson Blvd.) <br /> <br />Zoninq: R-l, governed by Special Use Permit (SP-58) <br /> <br />Heiqht: 22 feet (2 story) <br /> <br />Exterior treatm~nt: Stucco with cedar trim <br /> <br />Discussion: <br /> <br />The request of United Theological Seminary is to construct <br />a building for a Career Development Center. This related educational <br />facility would be used for counseling services and is shown primarily <br />to eontain office rooms. <br /> <br />Plans submiteed indicate ~wo alternatives for parking. One <br />alternative shows parJ(ing for eight spaces ana the other alternative <br />mows a much expanded area for en additional 16 spaces. The dpplicants <br />have indicated that the expandp0 parking scheme is contingent on the <br />available financial resources. We would note that according to the <br />Special Use Permit resolution, the actual parking requirements are <br />to be determined by the City Counci.L The Master Plan text indicates <br />that the parking area would have a bituminous surface and would <br />be curbed. Access to the Career Development Center and parking <br />area would be ftlo'Tl brift't1ooc Lane and 5th St. NtV'. <br /> <br />The plot plan is complete with the exception that fire hydrant <br />locations are not shown. The concern for fire hydront locations <br />is discussed in the Master Plan discussion. <br /> <br />The landscaing plan indicates planting around the proposed <br />building and parking area. However, the landscape plan is missing <br />such infomramtion as 1) quantity, sizp. and di&meter of ~r2es and <br />shrubs: 2) what other ground COver will be, such as gr~ - seeced <br />or sod, and 3) the extent ot landscaping to be complete. The plan <br />does not indicate how much of the adjacent land will b~ landscaped. <br />in relation to the landscape plan, the applicants have indicated <br />to the Planning Commission the following: <br /> <br />1.
