<br />Page l2 <br />Board of Review Minutes <br /> <br />LP-35, R.C.E. Corporation <br /> <br />The City Planner reviewed his report relative to the proposed <br />shopping center development, noting that the center would have <br />a common wall with the existing Super Valu Store. <br /> <br />Harty asked if there would be an internal walkway. <br /> <br />Mr. Ernst replied that there would be a common wall but that <br />there would not be an internal connection between Super Valu <br />and the shopping center. Mr. Ernst also noted that there would <br />be an enclosed arcade between the two portions of the shopping <br />center. <br /> <br />Harty questioned whether this wasn~t a development of the 1950's <br />or 1960's rather than a development of the 1970's. <br /> <br />Mr. Ernst replied that an internal mall is very costly in terms <br />of construction and resulting rent structure, which may make <br />this development somewbat more attractive than Brighton Village <br />where rents are quite high. <br /> <br />Wickland stated that he was concerned for the lack of landscaping <br />or buffering on the western edge of the Shopping Center. He noted <br />that if the property to the west were developed as residential <br />some form of screening would be necessary. <br /> <br />Mr. Ernst stated that he would be willing to provide some <br />screening along this property lineo <br /> <br />MoLion by Fredrickson, seconded by Wickland, to recommend approval <br />of LP-35 subject to the screening of the western edge of Lot 2, <br />with a form of screening acceptable to the City Council. <br /> <br />The Board of Review noted that they felt a need for screening <br />along the western boundary line of the proposed development <br />because the property to the west, while presently vacant and <br />zoned for general business, has been discussed by the Board of <br />Planning as being included for medium density residential uses <br />in the revised Land Use Plan. It was felt that screening would <br />be Lecessary to buffer the area should residential development <br />occur. <br />4 Ayes - 0 Nayes -- Carried. <br />
