(These <br />amended plans have yet to be received) <br /> <br />In early May, 1978 Mr. John Welsch apparently requested his build- <br />ing permit for construction. In a letter to Mr. Welsch dated <br />May 10, 1978, Barry Johnson stated that a permit could not be <br />issued based on the plans submitted because a rezoning of the <br />property on the west side of 26th Avenue caused the zoning code <br />requirements as they applied to Mr. Welsch1s property to be <br />altered. As a result Mr. Welsch was/is required to have ten (10) <br />additional feet of landscaping as a buffer strip adjacent to <br />26th Avenue. <br /> <br />Our files do not indicate that these required amended plans were <br />received nor that they were ever reviewed and approved by the <br />City Council. <br />
