<br />NOW THEREFORE BE IT RESOLVED, That the Offensive Trades
<br />License of Gordon Rendering Company be granted under the
<br />following conditions:
<br />
<br />1. All doors and windows shall be kept closed during
<br />periods of operation so that all rendering plant
<br />air will be processed through a scrubber or burned,
<br />except during periods of loading and unloading
<br />when loading doors may be open but these periods shall
<br />be kept to a minimum.
<br />
<br />2. Gordon Rendering Company shall continue to perform
<br />all obligations required of it by its agreement
<br />with the City of New Brighton dated January 25, 1977.
<br />
<br />3. That any plugging or impairment of the operation of
<br />the City sewer system with grease will be considered
<br />prima facia evidence that Section 24-8 of the city
<br />Code, Section 15-137 of the City Code, Article V,
<br />Section 5-4A of the Rules and Regulations for the
<br />Metropolitan Sewer Disposal System have been and
<br />are being violated and that the right of the rendering
<br />plant to use the City sewer system is thereby
<br />immediately suspended. The amount of grease discharge
<br />into the City sewer system shall be 100 mg. per liter;,
<br />or less. If the City sanitary sewer system or lift
<br />station wet well becomes plugged as a result of the
<br />operations at the rendering plants, the cost of
<br />cleaning shall be paid by the rende'ring plants making
<br />use of that portion of the sewer system which has
<br />become plugged.

<br />4. That Gordon Rendering Company be appraised that the
<br />City of New Brighton will continue to work with'the
<br />MPCA and the Metropolitan Sewer Board to assure that
<br />all applicable rules, regulations and codes are
<br />complied with.
<br />
<br />That not less than two, 'and at the 'city's discretion,
<br />up to 4 stack tests are to be made each year and that
<br />frequent inspections be made by the City Sanitarian to
<br />make sure the Gordon Rendering Company is complying wit
<br />the City's requirements.,,' . , .:

<br />6. That by December 12, 1978 an agreement between the
<br />City of New Brighton and the Gordon Rendering Company
<br />sh~ll be concluded which amends the Agreement
<br />entered into January 25. 1977 by providing for testing
<br />on the basis of not less than two and up to four stack
<br />tests in each 12 month period.
<br />BE IT FURTHER RESOLVED, That violation of, or failure to
<br />comply with, any condition of this Offensive Trades License
<br />shall be cause of suspension or revocation of this license,
<br />and that such suspension or revocation shall be c(!)nsidered
<br />by the City Council.
