III <br /> <br />, ,I }'.#] <br />I {f"", ".~l <br />t. <br /> <br />RESOLUTION NO. 2123 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION GRANTING GORDON RENDERING COMPANY AN OFFENSIVE <br />TRADES LICENSE AND AFFIXING CERTAIN CONDITIONS OF OPERATION <br /> <br />II <br /> <br />WHEREAS The City of New Brighton is responsible for the <br />general safety, health, welfare and well-being of its - <br />res idents and has established codes to aid in carrying out <br />this responsibility, and <br /> <br />WHEREAS City Code Chapter 24 entitled Sewer Department <br />Regulations and Chapter 15, Article VII, entitled Offensive <br />Trades, and Metropolitan Sewer Board Rules and Regulations <br />for the Metropolitan Disposal'System and the Minnesota <br />pollution Control Agency Standards all apply to the operation. <br />of Gordon Rendering Company as a rendering business, and <br /> <br />WHEREAS The City is aware and has been informed that <br />certain deficiencies in the operation of Gordon Company's old <br />plant have occurred in the past with respect to these codes, <br />rules, regulations and standards and could occur with the <br />new plant, and <br /> <br />WHEREAS These deficiencies when they have occurred, have <br />affected the safety, health, welfare and well-being of The <br />City's residents in that they have caused plugging of the <br />sanitary sewer and lift stations, interference with sanitary. <br />sewer service to others, dumping of raw sewage on the open <br />ground and/or have often resulted in offensive odors in the <br />neighborhood, and <br /> <br />WHEREAS on August 15, 1978 stack emissions test, in <br />complete conformance with ASTM Method D-1391-57, were <br />performed on the emissions from the stack of the scrubber <br />servingLthe Gordon Rendering Company plant of facilities <br />at 19-14th Street N.E. and such tests indicated an average <br />odor level of 136 odor units per cubic foot, which is below <br />the limit of 150 odor units allowed by APC-9, and <br /> <br />WHEREAS the test of August 15, 1978 also indicated a <br />total emission level of 4.1 million odor units perjrninute <br />which exceeds the one million odor units per minute allowed <br />by APC-9, and <br /> <br />WHEREAS it was determined that the problems that existed <br />were basically maintenance oriented and that corrective <br />action was taken, and <br /> <br />WHEREAS on October 23. 1978, stack emission tests, in <br />complete conformance with American Society for Testing <br />Materials Method D-1391-57, were performed on the emmissions <br />from the stack of the scrubber serving the Gordon Rendering <br />Company plant facilities at 19 14th Street N.E.and such <br />tests indicated an odor level of less than 2 odor units per <br />cubic foot and a total emission of 84,000 odor units per <br />minute. <br /> <br />,---- <br /> <br /> <br /> <br />
