TION OF PROPERTY LOC,ll,TED SOUTH OF 10TH STREET NW BETWEEN 8TH <br />l' AVENUE NW AND 11TH AVENUE NW, INCLUDING THE VACANT LOTS ON EITHER <br />i SIDE OF 9A AVENUE NW BETWEEN 8TH STREET NW AND 10TH STREET NW <br />I <br />I <br />j, ~J HER EA S, the C i t Y C 0 u n c il 0 f the C i t Y 0 f New B rig h ton i 5 the <br />! official governing body of the City of New Brighton; and <br />l: <br />" <br />!: WHEREAS, the City Council of the City of New Brighton adopted <br />l( the Comprehenisve Plan on January 27, 1981, pursuant to the <br />1\ requirements of Minnesota Statutes, Section 473.864; and <br /> <br />I, <br />!;, WHEREAS, the Planning Commission, pursuant to <br />i; notice, held a publ ic hearing on November 20, 1984 <br />i; sive Plan Amendment and all persons present at the <br />II given an opportunity to be heard. <br />i <br />Ii WHEREAS, the City Council of the City of New Brighton <br />I reviewed the amendment to the Comprehensive Plan on December 11, <br />111984 and considered the Planning Commission minutes and <br />" <br />Ii recommendation. <br />Ii <br />I! NOW THEREFORE BE IT RESOLVED that the New Brighton City <br />!:Council makes the following Findings of Fact in respect to said <br />I; Comprehensive Plan Amendment: <br />I', <br />p <br />, ' <br />.' <br />Ii <br />;; <br />~ <br /> <br />published <br />on a Comprehen- <br />hearing were <br /> <br />1. That the existing single family housing area north of <br />the Comprehensive Plan Amendment area is proposed for <br />commercial development, consistent with the Comprehensive <br />Plan which states: <br /> <br />liThe area bounded by 10th Street on the south, 1-694 on <br />the north, and Lakeside Apartments on the east, if <br />improved as a unit, is a prime candidate for high <br />quality, high use commerical development that requires <br />freeway visibility and access." <br /> <br />i <br />I <br />i <br />I <br />I <br />I <br />H <br />I: <br />I! <br />" <br />Ii <br />1 ~ <br />I 2 <br />I . <br />I <br />, <br />i <br />I, <br />\i <br />I' <br />I; <br />I <br />I <br />I <br />1 <br />I <br />! <br />I <br />I' <br />, <br />i ~ <br />, <br />!! <br /> <br /> <br />, , <br />i, <br />I, <br />i <br /> <br />That the Comprehensive Plan Amendment is consistent with <br />the overall goals and policies of the land use element <br />of the Comprehensive Plan whereby the element will: <br /> <br />a. Protect the existing residential area south of lOth <br />Street NW from encroachment by commercial uses along <br />the north side of 10th Street NW. <br />b. Relate well to the adjacent single family area by <br />establishing the multiple units on the fringe of <br />the neighborhood, on a major collector street, and <br />constructing single family detached homes on 9A Avenue. <br />c. Designed with a high degree of architectural and site <br />des i 9 n qua 1 i ty . <br />d. Provide adequate open sapce. <br />e. Maintain a balance of varied housing types and costs <br />by providing zero-lot-line single family detached <br />homes, duplexes, and multiple housing buildings. <br />
