<br />BE IT FURTHER RESOLVED, that the New Brighton City Council <br />hereby adopts an amendment to the Comprehensive Plan which <br />changes the land use designation of property located south of <br />lOth Street NW between 8th Avenue NW and 11th Avenue NW, includ- <br />ing the land on either side of 9A Avenue NW between 8th Street NW <br />and lOth Street NW from Single Family Residential density to <br />Medium Residential Density subject to the following: <br /> <br />1. Metropolitan Council review and comment. <br />2. That the Comprehensive Plan Amendment is consistent with <br />the overall goals and policies of the transportation <br />element of the Comprehenisve Plan whereby the fol1woing <br />exists: <br /> <br />a. 9A Avenue has a nine (9) ton construction. <br />b. 10th Street NW is the heaviest built road in New <br />Brighton (excluding freeways). <br />c. Through traffic on residential streets should be <br />discouraged by the fact the area is adjacent to a <br />major collector street. <br />d. Yearly traffic counts done by the City, County, and <br />State will indicate whether vehicle traffic has <br />increased to the level where installation of traffic <br />control devices in the area are necessary. <br />e. That the traffic volumes generated will be within <br />the capacity limits of 10th Street and 9A Avenue. <br /> <br />4. That the Comprehensive Plan Amendment is consistent with <br />the overall goals and policies of the housing element of <br />the Comprehensive Plan whereby the amendment will: <br /> <br />a. Not significantly impact the existing ratio of 2.2 <br />single family housing units per one multiple apartment <br />unit. <br />b. Provide a variety of housing types under a Planned <br />Residential Development (PRO). <br />c. Provide smaller single family lots to help reduce the <br />overall cost of the homes into a more modest income <br />bracket. <br />d. Be developed under a PRD. <br />e. Provide four zero-lot-line attached units. <br />f. Consist of multiple units constructed as condominiums <br />to permit conversion of rental units to owner occupied <br />condominium units. <br /> <br />5.
