The Apache Plaza Shopping Mall, a rather <br />large facility containing a wide variety of retail <br />businesses, is situated immediately south of Silver <br />Lake. <br /> <br />A number of commercial facilities comparable to <br />those proposed for Windsor Center are located with- <br />in a one-mile radius of the proposed development. <br />As indicated in Figure 9, commercial establishments <br />within the area include two full-service grocery <br />stores, two convenience food stores, and two fast- <br />food restaurants. In addition, two full-service <br />grocery store, two convenience food stores and a <br />fast-food restaurant are located just outside the <br />one-mile radius. <br /> <br />A market feasibility analysis of the proposed <br />development is beyond the scope or intent of this <br />Environmental Assessment. However, in light of <br />the number of full-service grocery stores in the <br />area immediately surrounding the Windsor Center <br />site, it would seem that the feasibility of the <br />proposed grocery store may be somewhat question- <br />able. <br /> <br />The City of New Brighton maintains a rather com- <br />prehensive zoning ordinance, which is semi-exclusive <br />in nature (residential use prohibited from commer- <br />cial zones, but R-I (single family residential) <br />use allowed is in an R-3 (multiple residence) dis- <br />trict) . <br /> <br />IV-5 <br /> <br />I <br /> <br />_J <br />
