In certain areas, consideration should <br />be given to the reduction and/or elimination of <br />the present commercial use designation. Lands <br />indicated for commercial development on the <br />Land Use Plan contain sufficient area to serve <br />the commercial needs for a community more than <br />three times the present size of the Village and <br />perhaps two times the forecast saturation popu- <br />lation if the areas are developed properly. <br />Land is far too valuable a resource to waste <br /> <br />through improper development. 11* <br /> <br />New Brighton and the immediate surrounding area is <br />served by numerous commercial nodes, including <br />malls and shopping centers, Brighton Village, <br />Apache Plaza and the New Brighton traditional cen- <br />tral business district. The aforementioned Land <br />Use Plan recommended the down-zoning of the subject <br />parcel from B-3 (General Business) to B-2 (Neighbor- <br />hood Business). More recently (November 13, 1975), <br />a staff report to the New Brighton Planning Commis- <br />sion recommended that the parcel's designation be <br />revised to either B-1 (Limited Business) or a resi- <br />dential category of R-2 or R-3 (Multiple).
