All food and <br />drink dispensed by the fast-food restaurant comes <br />wrapped and bagged in completely disposable mate- <br />rials. This eliminates the need for dishwashing <br />on the part of the restaurant staff, but creates <br />the need for considerable policing of the area and <br />management of waste paper not properly disposed of <br />by the customer. Litter generated by the fast-food <br />restaurant will not necessarily be confined to the <br />development site, but can be expected to be in evi- <br />dence throughout the immediate surroundings. <br /> <br />It is the contention of the Long John Silver <br />Management that their restaurants are, by the nature <br />of their product, oriented toward either consump- <br />tion in the restaurant or at home. This, they <br />claim/minimizes the amount of litter generated. <br />The Wendy's management makes no such claim; they <br />will provide adequate disposal facilities and <br />police their lot throughout the hours of operation. <br /> <br />The presence of litter can have a considerable <br />impact on the aesthetic quality of the area. The <br />proposed buffer strip would become particularly <br />noxious if inundated with litter. <br /> <br />During the construction phase of the proposed <br />development, a number of attractive nuisances, com- <br />mon to many projects, will be in evidence. These <br />will include heavy construction equipment, construc- <br />tion materials, spoil slopes, and partially complet- <br />ed structures.
