<br />I <br />I <br />I <br />I <br />I <br />,1 <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SUMMARY AND CONCLUSIONS <br /> <br />A commercial development~ called Rice Creek Plaza, has been <br />proposed by the RCE Corporation. This development would be <br />located southwest of the intersection of Mississippi Street <br />and Silver lake Road in New Brighton. Access to the site is <br />planned from both Mississippi Street and Silv~r lake Road. <br />The surfaced width of both streets is approximately 45 feet. <br />An additional access from Rice Creek Road is possible if <br />needed. <br /> <br />The proposed development includes two buildings to be used as <br />retail stores with a total gross floor area of 50~000 square <br />feet and possibly a steak house with a seating capacity of 94 <br />patrons. The site plan shows a total parking area for 461 <br />cars, not including existing parking for Super Valu. <br /> <br />This traffic impact analysis deals with the following questions: <br /> <br />. What will be the impact of the traffic generated <br />by the proposed development upon the adj~cent <br />public street system? Will the present street <br />capacity be adequate? Will there be traffic <br />problems at the sit~ entrances? <br /> <br />. Does the site plan provide for efficient and <br />safe traffic circulation within the site? <br /> <br />Following are the conclusions of the traffic impact analysi's: <br /> <br />. The forecasted trips generated by the retail <br />center is 2~000 vehicle trips per day. If the <br />steak house is also developed~ this would <br />gen~rate an additional 400 daily trips. <br /> <br />. Silver lake Road presently carries an average <br />daily traffic of 6,000, approximately 33% of <br />its capacity. <br /> <br />. After completion of the Rice Creek Plaza, <br />traffic on Silver lake Road is forecasted to <br />be 7~000 vehicles per day. This would be only 39% <br />of the capacity of this street. <br /> <br />1 <br />
