<br />Your effortsl so far, have kept the project on-schedule with the
<br />signing of the Development and Assessment Agreement on Thursday,
<br />November 18, 1982. Our guaranteed assessment of $1,000,000 will
<br />establish the lease purchase price at $45,000. You indicated
<br />that placing the property back on the tax rolls would be at $1.50 per
<br />square foot which equates to $170,000 plus construction costs of
<br />$1,03110000 or property evaluation of $1,200,000 assessed at 80%
<br />would result in about $1,0001000 assessment for tax purposes only.

<br />Now that the Development Document is in affect, you can start
<br />moving the fill onto the site per the agreement. The constraint
<br />will be taking title to the easterly parcel and filing after the
<br />City Council meeting on TuesdaYI November 23, 1982. You indicated
<br />that on the rest of the parcel, that the city owns, there would be
<br />no problems with an early start, and its associated activity.
<br />
<br />As "time is of the essence", your continued assistance in meeting
<br />the scheduled date is extremely important. I trust the first
<br />draft of the IRE document will be available on Monday, November 291
<br />1982, that would facilitate a prompt review and update so that the
<br />final resolution can be obtained at your New Brighton City Council
<br />Meeting on TuesdaYI December 14, 1982. Final closing would be
<br />targeted for Wednesday I December 151 1982. This is an ambitious
<br />schedule but needed to get the project completed before the
<br />Christmas holidays. These were the projected dates we agreed upon
<br />at the close of our meeting, and I trust our efforts will be directed
<br />to their accomplishment. If you have further questions, do not
<br />hesitate to contact me.
