<br />Your efforts to-date are greatly appreciated in assuring that the
<br />Title Binder was in place effective November 2, 1982 for purposes
<br />of our closing on the Development Agreement with the City of
<br />New Brighton which took place on Thursday, November 18, 1982.
<br />Accordingly, we are now in need of the early start because "time
<br />is of the essence" in terms of proceeding with subsoil preparation
<br />which is part of the New Brighton's City obligation up to $14,000
<br />of the task. My understanding is that the City obligation can
<br />proceed without difficulties on our early start authorization.
<br />You can confirm this with James Winkels, Community Developer at
<br />New Brighton City Hall, Telephone number (612) 633-1533.
