<br />Mavor and Councilmembers <br />October 10, 1985 <br />Page 2 <br /> <br />Negative aspects of the plant include wastes being hauled into the <br />City from Hennepin and Anoka Counties which seems wasteful and <br />unnecessary since New Brighton and nearby communities have sufficient <br />wastes available. The hauling of New Brighton waste out of the countv <br />and hauling Hennepin and Anoka County waste to New Brighton is energy <br />wasteful. In addition extra truck traffic is destructive to roads. <br />These trucks are packed tightly and generally exceed load limits. High <br />load limits are the most destructive aspect leading to road failure. <br /> <br />New Brighton will have a little knowledge and control of wastes brought <br />into the city from outside the community. Garba~e trucks are frequently <br />seen to be leaking liquid substances as they travel down the road hauling <br />garbage longer distances only exacebates these problems. <br /> <br />Since all solid waste is to be converted to ener~y and since New Brighton <br />solid \laste cannot be burned in the local plant there Seell1S no advantage <br />for New Brighton to accept the additional environmental problems from <br />outside communities. <br /> <br />The commission members have reviewed much literature pertaining to the <br />potential danger of dioxius and particulate matter resulting from burning <br />operations. It is our understanding that current literature cannot at <br />this time pinpoint the impact to human health, but in lieu of continuing <br />techological advances, this specific burning operation may later be found <br />to have a negative impact to human health and the surrounding economic <br />development. <br /> <br />From a land use standpoint we question if this use of the land is the <br />best for the locality. The intersection of two major interstate high- <br />ways north of the CBDls of Minneapolis and St. Paul may have a higher <br />use for commercial development than industrial use. He support the <br />Council's request that the Planning Commission look at this question. <br /> <br />If the Council sees fit to approve the proposed solid waste burning <br />facility we recommend that the Special Use Permit include conditions <br />relating to environmental monitoring and protection, including the <br />following: <br /> <br />2. <br />3. <br />4. <br /> <br />1. <br /> <br />That specific operating guidelines be included <br />which would require the facility to be monitored <br />by the City at least monthly. <br />That the City hire a consultant to develop operational <br />procedures that must be followed by the facility operators. <br />That all expenses related to the monitoring activities be <br />reflected in the permit fee. <br />That the facilitv obtain a Hazardous Generator permit <br />number from the U.S. Environmental Protection Agency. <br />It is inevitable that some hazardous waste will be <br />intermixed with the incoming commercial wastes <br />
