" <br />( .. ; ~ 0 A i E <br />." .~ <br /> <br />October 10, 1985 <br /> <br />TO <br /> <br />Mayor and Councilmembers <br /> <br />P h y 1 1 i s R e h a, C h air man and t1 e m b e r s 0 f ~~ e \./ B r ; IJ h ton <br />Environmental Quality Commission <br /> <br />SUBJECT: WASTE E~ERGY SYSTE~S, INC. <br />PROPOSED SOLID WASTE BURNING FACILITY <br /> <br />F?OM <br /> <br />We held a special meet~~g on Wednesday October 2, 1985 to hear testimon~ <br />from proponents and opponents of the plant. <br /> <br />Hore detailed minutes of the meeting are attached. <br /> <br />." <br />'. > <br /> <br />Review of the testimony indicates that a number of residents are concern- <br />ed and opposed to the plant because of concerns related to environmental <br />degradation. <br /> <br />In addition to testimony from Dana Brandt, Judv Lee(candidates for City <br />Council) and Bernie Skrebes(a former mayor of the City) who all raised <br />concerns about the plant, we heard testimony from Mr. Leslie Davis of <br />Earth Protectors and two residents of Eden Prairie who are concerned <br />about their dump near the Flying Cloud Airport. Thev feel that neither <br />burial of solid waste nor burning is the best solution to the problem. <br />They favor separation and recycling. <br /> <br />l::, <br /> <br />T est i r:1 0 n'y 0 f Dr. R a f fer t y 0 f the en y i r 0 n men tal s t a f f 0 f the r1 e t r 0 pol ita n <br />Council indicates no Environmental Impact Statement was recommended by <br />the Council. It is believed that the plant air emissions can meet and/or <br />exceed air Qualitv standards established by the t1innesota Pollution <br />Control Agency. At the present time and until a change can be made in <br />the contract negotiated between Washington and Ramsev Counties no waste <br />from New Brighton or any other ~unicirality in Ra~seY or Washington <br />County can be burned in the proposed waste to energy plant. Haste will <br />likely be hauled into New Brighton from Hennepin and Anoka County. <br /> <br />No contract has been siQned between the proDonent of the facilitv and <br />any potential custoners of the energy. <br /> <br />Financing of the facility has not been determined at this time. <br /> <br />The Pollution Control Agencv can hold a public hearing before issuing <br />a permit on the facility. <br /> <br />No detailed health risk assessment has been made for the facility <br />although Dr. Rafferty expects the health risk to be extremely low. <br /> <br />The positive aspect of the plant include use of solid waste for the <br />(production of energy rather than disposal in the ground where no euerg..v <br />. ~.~ be n e fit i s de r i v e d and air, sur fa c e wa t era n d 9 r 0 u n d wa t e r will be <br />contaminated. <br /> <br />
