<br /> <br />1779 Highway 8 <br />New Brighton, Minnesota 55112 <br />(612) 636.;1643 <br /> <br />October 4, 1985 <br /> <br />Mr. Ro~er Williams, Chairman <br />New Brighton Plannin~ Commission <br />26 Nineteenth Avenue, S.W. <br />New Brighton, Minnesota <br />55112 <br /> <br />Dear Mr. Williams: <br /> <br />I am sorry that I will be unable to attend the New Brighton <br />Planning Commission meeting which is scheduled for Tuesday, <br />November 17th concernin~ the new Mass Burn Steam Generation <br />Plant. Because I will be out-of-town on business at that time, I <br />did want to express some thou~hts re~arding this proposed Plant <br />for the New Bri~hton area. <br /> <br />My concerns are centered around the following points: <br /> <br />The proposed Mass Burn Steam Generation Plant will reinforce the <br />current outsiders' ima~e of New Bri~hton as a "blue collar", <br />"rendering plant", "heavy industrial" type city. The Mass Burn <br />Plant, by the very nature of its operations, needs to attract a <br />heavy industrial base of businesses in order to sell its excess <br />steam to make a necessary economic return on the investment. It <br />is exactly this type of business that is makin~ it very difficult <br />for the City of New Brighton to make the transition from a "heavy <br />industry" city to one of high-tech and professional type <br />businesses. <br /> <br />Today, New Brighton does not enjoy the same property valuations <br />of surroundin~ communities like Shoreview and Arden Hills who are <br />viewed more as "professional" or "high-tech" city environments. <br />By allowing the Mass Burn Plant to be built in New Brighton, it <br />will continue to reinforce the "heavy industrial base" city image <br />and will lower the surroundin~ property values in the City of New <br />Brighton. As a person who has made a considerable monetary <br />investment in New Brighton in recent months and will make an even <br />more substantial investment that could exceed over $30,000,000 of <br />new construction which will attract high-tech and professional <br />businesses, I am concerned as to the negative impact that the <br />Mass Burn Plant would have on my new property investments. With <br />the operation of the Mass Burn Plant and its close proximity to <br />the surrounding rendering plants, it is my belief that it will be <br />much harder for those of uS who are attempting to convince <br /> <br /> <br /> <br /> <br />
