t.

outsiders that New Brighton is really making the transition from
a "blue collar" image city to one that is a high-tech and
professional location for those businesses which the City hopes
to attract.

The Mass Burn Plant, by the very nature of its operations, will
include at least 40 to 50 garbage trucks a day hauling refuse
into the City on its main arterials and heavy trucks hauling the
solidified ash from the Plant out of the City to other locations.
Although I am concerned about the increased quantity of truck
traffic within the City itself, what really concerns me is the
TYPE of very heavy industrial traffic that will continue to
reinforce the industrial ima~e of New Brighton. It is very
difficult for us to sell the high qualities of our professional
location in New Brighton when 50 garbage and ash trucks pass by
our location each day. This fact will not be lost on real estate
developers around the Twin Cities who are looking for high-tech
locations.

I
My final concern rests on the possible pollution contamination
generated by the Mass Burn Plant. Althou~h not an expert on
pollution matters, I have to believe that there will be some
contaminates or noxious odors that could be generated by the
operation of the Plant. It is absolutely essential that a
very thorough study of possible contamination by the Plant
operations be thoroughly analyzed and investi~ated by not only
the City but its citizens to assure ourselves that we are not
creating a lon~ term pollution problem for our ourselves and
future ~enerations. I leave such analysis to those who are more
thorou~hly informed on this subject.

Again, I am sorry that I could not be present to deliver these
comments in person. I do, however. want to express my concerns
about City image problems, the lowering of property values, the
increased quantity and type of heavy traffic that will be
generated by the Plant, and the possible pollution contamination
that could be generated by the Plant in the future. As a result
of these major concerns. I would hope that the Planning
Commission will not approve the building of the Mass Burn Steam
Generation Plant within the city limits of New Brighton.

Respectfully submitted.

~~~L
Edwin J2 7
President
EJT:dme
