<br />. . <br /> <br />,--.. <br /> <br />CITY OF NEW BRIGHTON <br />ENVIRONMENTAL QUALITY COMMISSION <br />SPECIAL MEETING <br />OCTOBER 2, 1985 <br /> <br />The Special Meeting was called to hear information regarding the <br />proposed garbage burning facility that is being considered by the City <br />of New Brighton. <br /> <br />The meeting was called to order by Chairman Reha at 7:40 p.m. <br /> <br />Present: <br /> <br />Reha, Bensing, Ditsch, Finder, Hanson, Ross <br /> <br />ABSENT: <br /> <br />ALSO <br />PRESENT: <br /> <br />Senogles <br /> <br />Staff Representative Proper <br /> <br />Approximately 20 other interested parties from the community were on <br />hand to provide input. <br /> <br />PROJECT UPDATE <br />James Winkels, Director of Community Development, gave information about <br />the present state of affairs. He revipwed tk~ project ~~d inci:~:=j t~at <br />this is the second application for a permit like this that has been <br />reviewed by the City. This particular application will be on the a~enda <br />for the Planning Commission meeting for the third Tuesday (November 19th) <br />in November and their recommendations will go to the Council on the <br />4th Tuesday (November 26th) in November. <br /> <br />Mr. Winkels stated that the area that is being considered is presently <br />zoned 1-1. This particular activity for the garbage burning project <br />is not included under this type of zoning but can be under <br />a new special use permit. Under such a special use permit the City <br />could set up various licensing and operation requirement in a manner <br />similar to what has been done for the rendering plants. <br /> <br />John Rafferty, Metropolitan Council, gave a report on how facilities like <br />this operate, including technical background data, and some information <br />regarding the details of this proposed project. He.indicated that <br />this project would handle approximately 200 tons per day of all <br />commercial garbage mainly paper and cardboard. That 150 tons per day <br />would come from Hennepin County and approximately 50 tons per day from <br />Anoka County. He also stated that there would be probably not more than <br />40 trucks per day coming into the site. <br /> <br />Mr. Rafferty was asked what the cost of a formal environmental inpact <br />statement would be. <br /> <br />Mr. Rafferty answered approximately $125,000. <br /> <br />Most of the interest and concern for a project like this is revolving <br />around air emissions. The project is proposing that electro static <br />precepitators be used to remove the majority of the particulate materials <br />CJ that might be em;tted from the stack. <br /> <br />There was some discussion as to whether or not a fume scrubber would <br />help in. reducing the amoun materials that would be emitted into <br />the.....al r. <br /> <br /> <br />
