<br />Q <br />....-J. _e' <br /> <br />MET R 0 POL I TAN C 0 U N C I L <br />Suite 300 Metro Square Building, St. Paul, Minnesota 55101 <br /> <br />RESOLUTION NO. 85-112 <br />RESOLUTION APPROVING ISSUANCE <br />OF A PERMIT FOR A <br />WASTE ENERGY SYSTEMS, INC., MASS BURN INCINERATOR <br /> <br />an application for an air emissions permit for a 200 ton-per-day <br />facility in New Brighton, Minnesota, has been submitted to the <br />Minnesota Pollution Control Agency in accordance with 'the requirements <br />of Minnesota Statutes Section 473.823, Subd. 3; and <br /> <br />WHEREAS, Minnesota Statutes Section 473.823, Subd. 3 requires Metropolitan <br />~,_--.~'-~~;.:~~~;;-;:~,:~~~;..;;;;~.,;~;~~::'r~;':'.~,:.~ - Counci 1 approva l"of; so 1 i d waste f aci 1 i ty permits before th ey are <br />issued by the Agency; and <br /> <br />WHEREAS, <br /> <br />WHEREASt the Metropolitan Council has reviewed the permit application and has <br />determined that the proposed project is cons istent with theCounci" s <br />Solid Waste Management Guide/Policy Plan and other adopted chapters of <br />the Metropolitan Development Guide~-"----------'- ..,.------,,----------------- <br /> <br />NOW, THEREFORE, BE IT RESOLVED: <br /> <br />:'~} <br /> <br />THAT the Metropolitan Council approves issuance of a Minnesota Pollution <br />Control Agency permit to construct and operate the proposed mass burn <br />inc inerator on the proposed site in New Brighton, Minnesota, under the <br />following conditions: <br /> <br />1.a. Efforts to secure waste supplies within Ramsey County must be under- <br />taken no later than 1988 and, if necessary, at two-year intervals <br />thereafter in order to reduce waste haul distances; <br /> <br />l.b. A shutdown plan should be prepared before the permit is issued and <br />later revised in 1990 to address the removal of stored waste <br />and the diversion of incoming waste in a way that minimizes <br />dependence on landfills; and <br /> <br />I.e. A plan should be required for the identification, collection and <br />disposal of hazardous wastes that clarifies the responsibilities <br />of facility personnel and waste haulers. <br /> <br />2.
