<br />Metropolitan Council Meeting of December 19, 1985 <br /> <br />Business Item: E-2 <br /> <br />METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, Saint Paul, Minnesota 55101 <br />291-6359 <br /> <br />REPORT OF THE ENVIRONMENTAL RESOURCES COMMITTEE <br />Referral Report No. 85-126 <br /> <br />DATE: <br /> <br />December 12, 1985 <br /> <br />TO: <br /> <br />Metropolitan Council <br /> <br />SUBJECT: Waste Energy Systems, Inc. <br />Air Emissions Permit Application, New Brighton <br />Metropolitan Council District No.3 <br />Metropol itan Counci 1 Referral File No. 13324-1 (Resolution 85- <br /> <br />BACKGROUND <br /> <br />At its meeting on Dec. 11, 1985, the Environmental Resources Committee <br />considered the above mentioned report. <br /> <br />ISSUES AND CONCERNS <br /> <br />There was concern that efforts to secure waste from Ramsey County may be more <br />likely to succeed if initiated prior to 1988. The recommendation was revised <br />accordirtgly. No other issues were raised. The committee unanimously approved <br />the recommendation listed below. <br /> <br />RECOMMENDATIONS <br /> <br />That the Metropolitan Council approve the issuance of a permit for Waste Energy <br />Systems, Inc., to construct and operate a mixed solid waste incineration <br />facility in New Brighton under the foll~wing conditions: <br /> <br />l.a. Efforts to secure waste supplies within Ramsey County must be undertaken <br />no later than 1988 and, if necessary, at two-year intervals thereafter <br />in order to reduce waste haul distances; <br /> <br />1.b. A shutdown plan should be prepared before the permit is issued and later <br />revised in 1990 to address the removal of stored waste and the diversion <br />of incoming waste in a way that rnini~izes dependence on landfills; and <br /> <br />l.c. A plan should be required for the identification, collection and disposal <br />of hazardous wastes that clarifies the responsibilities of facility <br />personnel and waste haulers. <br /> <br />
