<br />. <br /> <br />. <br /> <br />. <br /> <br />,.-/ <br /> <br /> <br />. <br /> <br />NOTIFICATION AND RESPONSE <br /> <br />The following agencies and officials were notified that the Council has <br />received this pennit application for review. <br /> <br />- Ramsey County Executive Directorls Office <br />- New Brighton City Manager <br />- Me~ropolitan Waste Control Commission <br />- Minnesota Dept. of Health <br /> <br />No responses have been received. <br /> <br />PROJECT REVIEW <br /> <br />Waste facility permit applications must be consistent with the review criteria <br />contained in the appendix to the Solid Waste Management Development Guide/ <br />Policy Plan. These criteria assess compliance with Council policies gener- <br />ally and specifically in terms of measures like the development program and <br />schedule for waste reduction and resource recovery. The following specific <br />review criteria are applicable for private waste facility permits: waste <br />management service impacts, capacity, processing, location, environmental <br />impacts, operation and economic effects. . <br /> <br />WASTE MANAGEMENT SERVICE IMPACTS (CRITERION 1) <br /> <br />The proposed waste service areas have been approved by the Council through <br />exclusions from Hennepin and Anoka County waste designation authority. The <br />facility should help these counties achieve the centralized processing objec- <br />tives of the waste reduction resource recovery development schedule. Other <br />preferred waste management practices are the responsibility of the counties. <br />The quantity and composition of the proposed waste supply is suited to the <br />planned capacity and, therefore, the economic feasibility of the proposed <br />facility. Nevertheless, the economic feasibility of the facility could be <br />enhanced by securing waste supplies that are generated in closer proximity to <br />the facility, and this possibility should continue to be explored. <br /> <br />CAPACITY (CRITERION 2) <br /> <br />The 200 TPD facility capacity should not interfere with desirable recycling, <br />waste reduction and alternative processing initiatives. The market for energy <br />from adjacent businesses is sufficiently large to absorb all the steam pro- <br />duced. The option of co-generation of electricity for sale to NSP can <br />productively use any surplus steam. <br /> <br />PROCESSING TECHNIQUES (CRITERION 3) <br /> <br />The proposed Consumat system is technically reliable and efficient. It has <br />been proven in more than 30 installations including the one in Red Wing, Minn. <br /> <br />LOCATION (CRITERION 4) <br /> <br />The zoning for the site, light industrial, does not permit a waste incinerator <br />facility. The developer must obtain a special use pennit from the city. The <br />proposed use currently conflicts with the New Brighton comprehensive plan as a <br />result. The adjacent land use is industrial in character, however, and the <br />city has offered this site pursuant to a legal settlement obligating it to <br />offer and permit a site. <br />
