Additional green area will be provided along the Front <br />property line and parking In the Front yard setback <br />eliminated. <br /> <br />STAFF ANALYSIS OF TYPE IV NONCONFORMITIES <br /> <br />On June 14, 1986, Chenoweth Greenhouses suFFered a FIre in the <br />greenhouse area of their busIness. Because of the above noted <br />nonconFormlties, the applicant Is requIred to obtaIn a <br />nonconForming use permIt. The applicant in thIs case Feels a <br />sense of urgency to complete the approvals process by August 1, <br />1986. Twenty-FIve percent of the applicant's business is done <br />durIng the ChrIstmas season. Construction of the greenhouses <br />must begin the First part of August in order to be ready For <br />theIr Christmas growing season. <br /> <br />The applIcant Is proposIng to reduce the total number of <br />nonconFormities and reduce the scope of the nonconFormltles where <br />practical. It Is my opInIon that the applIcant's proposal to add <br />the required concrete curbIng, provIde additional parkIng, <br />provIde additIonal Front yard landscapIng and Increase the side <br />yard setback For a portion of the buIlding along the south <br />property lIne meets the requIrements For a nonconFormIng use <br />permit. <br /> <br />STAFF ANALYSIS OF SITE PLAN <br /> <br />All of the requIred site plan inFormatIon has been submItted <br />except For the proposed gradIng and draInage. The sIte plan <br />IndIcates that the 22,365 square Feet of new greenhouse space <br />wIll conForm to the required setbacks. The building elevations <br />are shown in typical Form in the enclosed manuFacturer's <br />brochure. All construction wIll take place In the rear of the <br />property, behind the existIng retaIl space along Old Highway 8. <br />AdditIonal parking stalls are shown along the north side of the <br />greenhouse. The temporary garden center indIcated on the plans <br />is operated May through mid-July. <br /> <br />The construction of the new greenhouse area wIll require <br />relocation of the current pondlng area. Les Proper, CIty <br />Engineer, Feels the pondlng area can be relocated, but advIsed <br />that the applicant also conFer wIth RIce Creek Watershed <br />DIstrict. <br />
