<br />PAGE 3 <br /> <br />Commissioner Livingston commented that with the rebuilding or the <br />greenhouses this was an opportunity to straighten out altogether <br />the nonconrormities on the site. <br /> <br />Ms. DeYoung commented that it is impossible to plant vegetation <br />directly along Old Highway 8. That area collects six to eight <br />inches or sand and has 12 root snowbanks in the winter. They <br />would consider putting out decorative containers with large <br />plants to accent their site in the summer months. <br /> <br />Commissioner Livingston noted that the Old Highway 8 Corridor <br />Study commented on the need ror a green boulevard in the area. <br />Ir the City does not act now in trying to provide that green <br />space, the applicant may rind the City coming along at a later <br />date asking ror additional green space. <br /> <br />Commissioner Becker stated he had the same concern ror parking. <br />In view of the Old Highway 8 Corridor Plan, it would be <br />prererable to have additional green space along the street. <br /> <br />Ms. DeYoung noted that it is important that Chenoweth Greenhouses <br />move rast to rebuild their racility. Ir they are not able to <br />rebuild soon, they will not be able to rebuild at all because or <br />the loss or business. She noted that there would be an added <br />asphalt area along the north side or the building. <br /> <br />Motion by Sande, seconded by Blomquist to waive the reading and <br />adopt the attached resolution recommending approval or NC-76, <br />subject to an additional rinding of fact stating that because of <br />the existing front retail buildings, the applicant cannot meet <br />the required rront yard parking setback; and motion to recommend <br />approval or LP-201 subject to an additional condition that all <br />parking be in a row along the north side or the building. <br /> <br />Motion by Livingston to amend the main motion to require the <br />applicant to address all of the existing nonconformities. <br />Motion died ror lack or second. <br /> <br />Chairman Baker noted that the change in parking conriguration <br />will allow the applicant to meet the parking requirements. <br /> <br />Commissioner Sande asked if the applicant would require Rice <br />Creek Watershed District approval. <br /> <br />Starf stated the City Engineer has recommended that the <br />greenhouses obtain Rice Creek Watershed District approval. <br /> <br />Vote on the motion. 6 ayes, 0 nays. Motion carried. <br />
