<br />NEW BRIGHTON PLANNING COMMISSION <br />REGULAR MEETING <br /> <br />SEPTEMBER 16, 1986 <br />7:30 P.M. <br /> <br />Chairman Baker called the meeting to order at 7:30 p.m. <br /> <br />PRESENT: Baker, Becker, Blomquist, Erickson, Jensen, <br />Livingston, Sande <br /> <br />ALSO PRESENT: Council Representative Benke <br />Brenda Krueger, Community Development Specialist <br />Kevin Locke, Director of Community Development <br />Erny Mattila, City Planner <br /> <br />APPROVAL OF MINUTES <br /> <br />Motion to approve the minutes of August 13th and August 19th <br />by Livingston, seconded by Blomquist. <br /> <br />7 ayes. 0 nays. Motion carried. <br /> <br />REPORT ON COUNCIL ACTION <br /> <br />Council Representative Benke stated that Council continued action <br />on the Harstad three-story office building and set the date for <br />the public hearing on September 23, 1986 on the development <br />agreement. Stated Harstad also requested continuation of the two- <br />story proposal, which is a fall-back position for the three-story <br />building. <br /> <br />Council Representative Benke stated that a public hearing was <br />also set for request for bonding approval for Winfield <br />Developments, Inc. for September 23, 1986. <br /> <br />Benke stated the matter of the campaign sign ordinance was <br />referred to the Citizen Study Committee for review. Stated there <br />has been some questions raised as to the change adopted a year <br />ago by Council. Stated that the impact of the change in wording <br />is that the signs are required to be down five days after the <br />primary election and cannot be put up again until 30 days before <br />the general election. Benke reported that there were suggestions <br />that perhaps this is unreasonable and that enforcement should be <br />the responsibility of the candidate and not the property owner. <br /> <br />Council Representative Benke reported that the Centennial Com- <br />mission has held its first meeting; Commissioner Blomquist is <br />co-chair. <br /> <br />Benke stated that the schedule for moving to the new facility is <br />proceeding and it is anticipated that the Planning Commission's <br />next meeting will be held in the new chambers. <br />
