NEW BRIGHTON PLANNING COMMISSION REGULAR MEETING SEPTEMBER 16, 1986 7:30 P.M. Chairman Baker called the meeting to order at 7:30 p.m. PRESENT: Baker, Becker, Blomquist, Erickson, Jensen, Livingston, Sande ALSO PRESENT: Council Representative Benke Brenda Krueger, Community Development Specialist Kevin Locke, Director of Community Development Erny Mattila, City Planner APPROVAL OF MINUTES Motion to approve the minutes of August 13th and August 19th by Livingston, seconded by Blomquist. 7 ayes. 0 nays. Motion carried. REPORT ON COUNCIL ACTION Council Representative Benke stated that Council continued action on the Harstad three-story office building and set the date for the public hearing on September 23, 1986 on the development agreement. Stated Harstad also requested continuation of the two- story proposal, which is a fall-back position for the three-story building. Council Representative Benke stated that a public hearing was also set for request for bonding approval for Winfield Developments, Inc. for September 23, 1986. Benke stated the matter of the campaign sign ordinance was referred to the Citizen Study Committee for review. Stated there has been some questions raised as to the change adopted a year ago by Council. Stated that the impact of the change in wording is that the signs are required to be down five days after the primary election and cannot be put up again until 30 days before the general election. Benke reported that there were suggestions that perhaps this is unreasonable and that enforcement should be the responsibility of the candidate and not the property owner. Council Representative Benke reported that the Centennial Com- mission has held its first meeting; Commissioner Blomquist is co-chair. Benke stated that the schedule for moving to the new facility is proceeding and it is anticipated that the Planning Commission's next meeting will be held in the new chambers.
