A Fire Department water connection should be provided at the <br />northwest corner of the proposed building. <br /> <br />ANALYSIS <br /> <br />The zoning ordinance, as it is written, does not break down the <br />number of parking stalls required in the industrial district by <br />"USE". Instead, the industrial "DISTRICT" parking requirement of <br />1 sta 11 for e.very 1,000 square feet of gross floor area app 1 i es <br />to all uses in the industrial district. <br /> <br />Applying the industrial district parking formula to the proposed <br />site plan results in a total of 12 required parking spaces. The <br />site plan proposes a total of 34 parking stalls. Thus, the site <br />plan exceeds the required number of parking stalls by 22 spaces. <br /> <br />If the B-3 parking requirement of 1 space for every 200 square <br />feet of gross floor area were applied to that portion of the <br />proposed building designated for office space, a total of 37 <br />spaces would be required. Add this number to the 4 stalls <br />required of the remaining building area designated for storage, <br />and the grand total required is 41 parking stalls. According to <br />this formula, the proposed site plan would be deficient by 7 <br />sta 1 1 s . <br /> <br />The Planning Commission's recommendation to the City Council, <br />however, is based on findings of fact. The fact is the proposed <br />site plan complies with the requirements of the 1-2 district. <br /> <br />The proposed driveway to the north, however, should be increased <br />to 20 feet in accordance with the Fire Department's <br />recommendation. In addition, Section 6-370 (e) states: <br /> <br />The City Council may at the time of site plan approval <br />specify driveway widths between the maximum and minimum <br />based upon the type of traffic, site characteristics, <br />intended use, and any other factors which the Council <br />shall deem relevant to traffic safety. <br /> <br />RECOMMENDATION <br /> <br />Motion to recommend approval of LP-201 subject to the following <br />conditions: <br /> <br />1. Conformance with site, building and landscape <br />plans as signed and dated by the applicant and <br />City Planner. <br /> <br />2. Approval of all grading and drainage by the <br />City Engineer. <br />
