<br />PAGE 5 <br /> <br />north. The west portion of the site is elevated and there are <br />embankments along the south and north property lines. There is also <br />a 10 foot wide utility easement along the north property line. <br /> <br />The applicant is proposing to locate the proposed drive along the <br />north property line to direct truck traffic away from the apartment <br />building to the south. However, the drive would be setback 8 feet <br />from the north property line to avoid the embankment and the <br />utility easement (the City Engineer has approved the drive as <br />proposed with 2 feet covering the utility easement). <br /> <br />10. A cyclone fence along the south property line would discourage <br />children residing in the apartment building from playing near the <br />dock area and retention pond. It would be staffs recommendation <br />to provide such a fence along the south property line. <br /> <br />FIRE CONSIDERATION <br /> <br />1. No parking would be allowed in front of the three entrances <br />along the west elevation of the proposed building. <br />Therefore, 3 parking stalls would be eliminated. This would <br />reduce the number of stalls proposed to 33 which still <br />exceeds the required number of stalls by code (13). <br /> <br />PUBLIC WORKS CONSIDERATIO~S <br /> <br />1. The proposed stormwater retention pond meets with the approval <br />of the City Engineer. <br /> <br />2. Allowing the proposed 22 foot wide drive to be partially <br />constructed on the utility easement along the north property <br />line also meets with the approval of the City Engineer. <br /> <br />STAFF ANALYSIS <br /> <br />The proposed site,plan and landscape plan comply with the regulations <br />of the zoning code with the exception of section 6-060(c) requiring a <br />60 foot wide landscaped area along the south property line. The <br />applicant is providing a 40 foot landscaped area and is proposing to <br />maintain the existing norway pines, poplars, and hardwood trees along <br />the south property line as a natural planting screen. Additional <br />spruce, ash, and sugar maples are proposed along the south property <br />line as well. <br /> <br />The intent of section 6-060(c) is to minimize the impact of industrial <br />uses on residential uses and provide for an adequate buffer between <br />residential and industrial districts. The proposed site plan appears <br />to meet with the intent of section 6-060(c) as follows: <br /> <br />1. An adequate planting screen would be provided along the south <br />property line; and <br /> <br />2. The proposed building would be setback 40 feet from the <br />residential boundary line and approximately 80 feet from the <br />
