<br />Page 6 <br /> <br />proposed weigh scale, is used mainly during the spring for 3 <br />months. The site plan proposes the weigh house and weigh scale be <br />located 6.2 feet and 4 feet from the railroad spur, respectively. <br /> <br />According to Mr. Ron Mattson, Assistant Director of the Minnesota <br />Department of Transportation, Railroad Division, The State Statues <br />219.45 through 219.53 require all structures and improvements <br />exceeding 6 inches above grade to be setback 8.5 feet from the <br />center of the railroad track. The proposed weigh house and weigh <br />scale as shown on the applicant's site plan would comply with the <br />above State Statutes. Any variation from these State Statute <br />guidelines would need to be approved by the Minnesota <br />Transportation Regulation Board. <br /> <br />It should also be noted, truck drivers would be weighing their own <br />trucks. This means a truck would park on the scale, the driver <br />would walk across the tracks to the weigh house to obtain the <br />truck weight, and then return to the truck and exit the scale <br />area. <br /> <br />Use Particulars <br /> <br />7. The proposed weigh scale would be a 10 foot by 10 foot axle scale <br />with a 40 foot paved approach drive and a 40 foot paved return <br />drive. The weigh house would measure 5 feet by 5 feet (25 sq. <br />ft.) and would house a digital weight indicator. the weigh house <br />would have a slanted roof and be sided in yellow to match the <br />existing office, lumber treatment building, and the to-be-sided <br />lumber storage buildings. <br /> <br />Landscaping <br /> <br />8. The applicant did not provide staff with a landscaping plan since <br />no internal landscaping was required of the applicant in <br />conjunction with the previous site plan reviews and non- <br />conforming use permits. Also, in 1983, the site non-conformities <br />were found to be reduced to the furthest extent practical except <br />in the area of dust control. <br /> <br />Public Works Department <br /> <br />9. The City Engineer has no objection to the proposed truck weigh <br />scale. 5th Avenue NW and County Road E-2 are state aid roads with <br />no restricted access in terms of weight during spring load limits. <br /> <br />These roads are designed to accommodate vehicles with weight loads <br />of up to 9 tons per axle or 45 tons total for a 6 axle truck. <br /> <br />Minnesota Pollution Control Agency <br /> <br />10. According to Mr. Mark Lahtinen of the Hazardous Waste Division, if <br />the scale is approved, the applicant should not be allowed to <br />remove any excavated soils from the site. These newly excavated <br />soils need to be tested for pentachlorplenal and should be stored <br />
