That the establishment of the special use will not impede the <br />normal and orderly development and improvement of the surrounding <br />property for uses permitted in the district. <br /> <br />d. That adequate utilities, access roads, drainage and/or necessary <br />facilities have been or are being provided. <br /> <br />e. That the special use shall in all other respects, conform to the <br />applicable regulations of the district in which it is located. <br /> <br />Original Proposal <br /> <br />4. Originally (December of '86), the applicant proposed to staff a <br />truck scale facility to be located along 5th Avenue NW and <br />separate from the MacGillis & Gibbs site and operations. The <br />scale was proposed for use by both MacGillis & Gibbs and the <br />general public. <br /> <br />The applicant was informed of staff's concerns regarding traffic <br />safety along 5th Avenue from the increased truck traffic, the visual <br />impact such a use would have on surrounding uses, and the required <br />setback of 40 feet from the 5th Avenue NW ROW. The latter concern <br />caused the applicant to revise the original proposal due to the amount <br />of yard area the setback requirement would cause to be used for the <br />truck weigh scale use. <br /> <br />Current Proposal <br /> <br /> <br />The applicant is now <br />~thin-the MacGi11is <br />rimarily by clie n <br />the MacGl lS & Gibbs site. Use of the scale by the general <br />public would be l~mlted since the scale would not be advertised <br />for public use and would not be visible from 5th Avenue NW. <br />Consequently, the truck scale, as currently proposed, would not <br />appear to substantially increase the impact of the existing use on <br />the surrounding land uses. <br /> <br /> <br />Location on Site/Internal Circulation <br /> <br />6. The truck weigh scale would be located just southeast of the <br />MacGillis & Gibbs office along both sides of a private railroad <br />spur owned by the company. The actual scale and approach/return <br />drives would be located along the west side of the railroad spur <br />and the weigh house would be located along the east side of the <br />spur. The spur is used to unload lumber from railroad cars as <br />they are shipped to the site. <br /> <br />The portion of the spur located north of the entrance drive to the <br />site is used on a year round basis. The portion of the spur <br />located south of the entrance drive, which would bisect the <br />
