<br />Excerpt of Minutes <br />February 17, 1987 <br /> <br />Page 2 <br /> <br />Baker questioned the truck access; expressed his concern with the <br />dust problem; wants to see the locations of the drives and <br />parking areas to be oiled marked on the plan; expressed concern <br />over location of proposed scale in relation to the railroad <br />tracks; asked if the scale was to be state certified. <br /> <br />Schuette stated that the railroad tracks next to their property <br />have not been used for over a year and a half. <br /> <br />In answer to a question by Livingston, Baker indicated there was <br />a known soils pollution problem; the PCA has tested the soil. <br /> <br />Baker questioned Mattila on the soil remediation studies coming <br />out in March. <br /> <br />Mattila stated that the remediation study or phase 2 would <br />pinpoint contaminated areas; at present, phase 1 data indicates <br />PCP contamination to the south of the office and some <br />pentachlorplenal contamination in the northern section of the <br />site. <br /> <br />Motion by Sande, seconded by Erickson, to CLOSE THE PUBLIC <br />HEARING. <br /> <br />7 Ayes - 0 Nays, Motion Carried <br /> <br />Motion by Baker, seconded by Livingston, to CONTINUE THE PUBLIC <br />HEARING UNTIL THE MARCH 17, 1987, MEETING, AND REQUEST THE <br />APPLICANT TO SUBMIT A TIMETABLE FOR THE CORRECTION OF EXISTING <br />NON-CONFORMITIES AND A SITE PLAN INDICATING THE DRIVING AND <br />PARKING AREAS TO BE OILED. <br /> <br />o Ayes - 7 Nays, Motion Defeated <br /> <br />Motion by Blomquist, seconded by Erickson, to APPROVE NON- <br />CONFORMING USE PERMIT NC-78, SPECIAL USE PERMIT SP-139 AND SITE <br />PLAN LP-207, CONDITIONED ON COMPLETION OF PREVIOUSLY CONDITIONED <br />SITE IMPROVEMENTS BEFORE BUILDING PERMIT IS ISSUED, AND SUBMITTAL <br />OF SITE PLAN INDICATING DRIVING AND PARKING AREAS TO BE OILED <br />PRIOR TO CONSIDERATION BY THE CITY COUNCIL. <br /> <br />7 Ayes - 0 Nays, Motion Carried <br />
