Motion carried. 4-0 REPORT OF THE ATI'ORNEY: Attorney M.Jrray reported to the Managers on the IIDvernent of bills through the Legis- lature and offered his opinion on several of them. REPORT OF nIE ENGINEER: 1. Engineer Willenbring displayed exhibits and made recomnendations on Pennit Applica- tions 87-26 and 86-126, See Attachment 1 for details and Board action. 2. MeIID dated 5-13-87, directed to Managers regarding Review of Early Consideration Procedure for pennits. Willenbring reviewed the IIleIID with Managers and proposed amend- ing the procedure to require applicants submit plans 7 days prior to the second Wednes- day of the IIDnth meeting, to allow Engineering review ti.ne, and further that the hard- ship letter state not only their hardship, but the reason their application could not be submitted earlier. After discussion ,and suggestions, Managers asked Willenbring to re-draft and bring to the next meeting for action. 3. Request for neeting attendance. Willenbring reported a call from City of Roseville requesting his presence at a neeting 5-19-87 regarding the City's CSMP. Engineer noted he will be conmmting relative to RCWD approving it as a CSMP, not as a 509 Local Plan, since the District's 509 Plan is i. not approved/adopted at this t:i1ne. Board authorized Willenbring to attend the 5-19-87 ~eting at City of Roseville. REPORT OF nIE INSPECl'OR: 1. Inspector Eldin reviewed his 4-page Report and Expense Claim dated May 11, 1987, with the Managers. Upon Inspector's approval of final inspection, Sande IIDved to re- fund cash surety in BlIDunt of $2,000 plus interest to Nielsen & Associates, Permit 1f86-09; seconded by Savage. Carried. 4-0 Willcoxen IIDved, supported by Savage, to approve Report and payIl"alt of Expense Claim in the aIIDunt of $455.35. Carried. 4-0 This Report is adopted by reference into these Minutes. Willcoxen noted construction on Clear Lake with incorrplete erosion control mea- sures, application on file, however, applicant has not responded to request for ad- ditional details of his intent. After discussion, the Board requested Eldin red-tag this construction until the pennit is issued. REPORT. OF nIE AIl1INISTRATIVEASSISTANT: 1, Ramsey....Washington Metro WSD Annual Report was routed to the Managers for their in- fonnation. 2. Notice of MAWD Sumner Tour was read and Cardinal acquainted Managers with the location and procedu:t-e if they wish to attend. 3. Letter from Steve Frogner dated 4-22-87 was reviewed, Eldin noted his inspection and stated Frogner' s complaint is the holding pond located behind his land which has grown up with weeds, and he wants to know who is responsible for cleaning it. After discussion, Managers requested Inspector let Frogner know it is the responsibility of the landowners, and a neighborhood proj ect might be the answer, since several properties abut the pond. 4. Vadnais Lake Area VM) Water Management Plan has been approved by Water Resources Board and received at District Office, subsequently circulated to Managers, 5. Request from B.Moller for return of her Report and accompanying pamphlets from July, 1986. Engineer will check his office. 6. Letter fran City of Centerville dated 4-24-.87 re draipage problem. at Center Oaks, received. Upon inquiry from Cardinal, Engineer notes surVeying is finisl1ed, report will be out either 5-21-87 or 5-27-87.
