<br />i'Chapt~r"X-4 <br /> <br /> <br /> <br /> <br />or change the direction of the flow of water, either in itself <br />or by catching or collecting debris carried by such water, or <br />that is' placed where the flow of water might carry the same <br />downstream to the damage of life or property. <br /> <br />(9) Reach: A hydraulic engineeriqg term to describe a longitudinal <br />segment of a stream or river influenced by a natural or man-made <br />obstruction. In an urban area, the segment of a stream or river <br />between two(2) consecutive bridge crossings would most typically <br />constitute a reach. <br /> <br />(10) Regional Flood: A flood which is representative of large floods <br />known to have occurred generally in Minnesota and reasonably <br />characteristic of what can be expected to occur on an average <br />frequency in the magnitude of the hundred-year recurrence <br />interval. "Regional flood" is synonymous with the term "base <br />flood" used in the flood insurance study. <br /> <br />(~l) structure: Anything constructed or erected on the ground or <br />attached to the ground, including, but not limited to, buildings, <br />factories, sheds, cabins, mobile homes, and other similar items. <br /> <br />(12) underlying zoning district: The zoning classification and <br />attendant regulations applied to a parcel of land by the <br />official zoning map of the City of New Brighton and the New <br />Brighton Zoning Code. <br /> <br />SECTION 10-030 Establishment of zoning districts. <br /> <br />The floodplain areas within the jurisdiction of this chapter are <br />hereby divided into three(3) districts: Floodway District (FW), Flood <br />Fringe District (FF), and General Floodplain District (GFP). <br /> <br />'>. <br /> <br />a. Floodway District. The Floodway District shall include those <br />areas designated as floodway in the flood insurance study. <br /> <br />b. Flood Fringe District. The Flood Fringe District shall include <br />those areas designated as floodway fringe in the flood insurance <br />study. <br /> <br />c. General Floodplain District. The General Floodplain District <br />shall include those areas designated as unnumbered A Zones by <br />the flood insurance rate map. <br /> <br />The boundaries of these districts shall be shown on the official <br />Floodplain Zoning Map. Within these districts all uses not allowed as <br />permitted uses or permissible as special uses shall be prohibited. <br />
