Site Security: <br /> <br />Adequate <br /> <br />STAFF COMMENTS <br /> <br />The following are staff comments written in the 1985 report regarding <br />the applicant's identical proposal: <br /> <br />STAFF ANALYSIS <br /> <br />The existing 1,438 sq. ft. building is a convenience store with <br />gasoline sales. Both the existing and proposed site plan are <br />enclosed. The building is being expanded 24 feet to the south to <br />provide space for a large walk-in cooler. Section 8-460 states <br />expansion of a structure on a site with Type IV nonconformities <br />must obtain permission of the City Council, i.e. a nonconforming <br />use permit. Section 8-460 (b) states that a nonconforming use <br />permit may be granted if one or more of the following conditions <br />are met: <br /> <br />1. That the total number of nonconformities is reduced. <br />2. The impact of any nonconformity upon adjacent premises is <br />reduced to the greatest extent; or <br />3. That the extent of any nonconformity is reduced where <br />practical. <br /> <br />Surrounding land uses includeR-l, Single Family Residential, to <br />the north and west and B-3, General Business to the south and <br />east. Therefore, improvements to the site should be most <br />sensitive to those adjacent R-l zoned properties. In response to <br />this, the applicant has proposed a 6 foot cedar privacy fence and <br />buffer strip along the west property line. <br /> <br />The curb cut which has been eliminated off 6th Street NW had the <br />most impact on the adjacent R-l zoned properties. With the <br />elimination of the most northern curb cut on 6th Street the <br />southern curb cut has been shifted about five feet further north <br />to increase the distance from the street intersection. The <br />parking and drive areas are proposed to be curbed and designated <br />on-site parking provided. <br /> <br />In addition to addressing the existing site nonconformities, the <br />applicant is proposing other site improvements: <br /> <br />~l~Renovating the exterior of the building. Although the <br />~/~) ~existing roof line would be maintained, a new metal panel <br />\/K, ( fascia would be added along with a new stucco exterior <br />f., , - ~ surface. <br />\. ~K ~~~ 2. upg,radi,ng the pump iSla, nds. The pump islands will be" shifted <br />uJ~ or slightly west to center them between the curb cuts on Old <br />~V/J,' Highway 8. A new and updated underground gasoline storage <br />~ vl tank will be installed as well as new pump stations. <br />3. New on-site lighting of the pumps will be installed. <br />
