Garbage/Rubbish Enclosures: One of the existing dumpsters
on 5th Street NW will be moved to the rear of the proposed
addition and out of sight of the street. The applicant
stated the remaining dumpster of 5th Street NW will have an
enclosure.

2. Other Considerations:

None

Fire

1. Access to Structure: The proposed new driveway along the south
side of the property will provide fire access around the
entire site.

2. Additional Hydrants: None required

3. Y Connection Location:

Will be located on 8th Avenue NW

4. Other Considerations:

None

STAFF COMMENTS

The proposed building addition conforms to the district zoning
requirements with the exception of those noted in the variance and
special use requests. The variance request appears justified in view
of the constraints put on the building location because of the sanitary
sewer running through the site. Granting of the variance will make the
proposed addition setback consistent with the existing building along
8th Avenue NW. The additional driveway access from 8th Avenue NW will
have limited use since it is one-way and the larger parking facilities
are located along 5th Street NW. Truck access to the dock at the rear
of the proposed addition is only easily accessed via the driveway off
8th Avenue NW; the fire department desires to have access around the
entire building. Regarding the existing Type IV nonconformities, it
has been determined in the past the applicant has reduced all the
existing nonconformities to the extent practical.

Those areas of concern which should be noted as conditions of approval
are:

o Dedication of a utility easement over the new location of the
sanitary sewer.
o Combining the two existing parcels into one parcel (through
Ramsey CountyJ.
o Dumpster enclosure around the remaining dumpster on 5th St. NW.
