<br />President Cardinal called the Regular Meeting to order in the COl.IDcil Chanbers of
<br />Arden Hills City Hall at 7: 30 PM on January 27, 1988.

<br />SEITING OF THE AGENl}\:
<br />Cardinal added one item on legislature. Scott added item on M\WD dues. Savage
<br />added one item. Eldin added an item on Judicial Ditch 1. Torpe added 2 items:
<br />Vacca letter and bill for Silver Lake West Testing. Engineer Woods distributed
<br />Engineer's Report Addendum with a revised Consent Agenda, and rerroved from Consent
<br />Table Applications 88-02 and 88-06 for discussion.

<br />Sande moved, supported by Scott, to suspend the Rules of Procedure. Carried. 5-0
<br />
<br />READING OF THE MINUTES AND THEIR APPROVAL:
<br />1. Wi11coxen lOOved approval of the Minutes of January 13, 1988, Regular Meeting
<br />with the deletion of a phrase on page 2; seconded by Scott. Carried. 5-0

<br />MANAGERS' ITEMS FUR DISCUSSION:
<br />1. Election of Officers. Scott rroved, supported by Sande, the following slate of
<br />candidates: President: Cardinal, Treasurer: Wil1coxen, Secretary: Sande, 2nd
<br />Vice President: Scott, and 1st Vice President: Savage. l-btion carried. 5-0
<br />
<br />2. M:magers' lists of projects for 1988. Savage listed sedi.nent rerroval from Locke
<br />Lake, including dam improvenent; order improvements on Rice Creek as noted in Novem-
<br />ber, 1987, Report from Engineer Larson; proceed with the bank stabilization projects
<br />on a cooperative basis. Willcoxen listed continuation of inspection/cleaning ditches
<br />within budgetary limits; getting IL/OOL ftmds transferred to White Bear-Bald Eagle-
<br />Otter Lakes NPS Project and start that project; get legislation passed to increase ad-
<br />ministrative budget so office equipment and procedures nay be upgraded in 1989, and
<br />to institute a program whereby Inspector spends 20 hours per rronth routinely checking
<br />the District; completion of the 509 Plan; and to maintain established cormnmication
<br />with municipalities. Cardinal also expressed a desire to finish ditch inspections
