Sande <br />wants the 509 Plan to continue on and get approved, and also wants to maintain <br />established coommication with cities and assist them in lIDderstanding what we <br />" are trying to accomplish. <br /> <br />3. Ditch cleaning projects for completion before Spring. Weidenbacher distributed <br />two naooranduns to the Board from Dale Claridge, EAR, regarding Judicial Ditches <br />2 and 3 Maintenance Work. After discussion, the Board directed Inspector to rennve <br />a beaver dam in Judicial Ditch 2 (Hardwood Creek) at approx. station 424+00 and <br />directed Engineer to get estilIla.tes on rEiIDval of two abandoned 66-inch RCP culverts <br />on El.ner Carlson property as well as removal of an obstruction completely blocking <br />charmel on JaIOOs Gregoire property and bring it back to Board 2-10-88. <br />After discussion of recOIIIrended work in Judicial Ditch 3 (C1ea:rwater Creek), <br />Savage IOOved, supported by Wi1lcoxen, to have Engineers get quotes from 4 contractors <br />for rennval of abandoned culverts from main channel downs tream of Bald Eagle Lake <br />outlet and excavating a channel through 500-foot section of marshy area along Branch <br />iff'+. south of Cedar Street, plus other channel repairs on JDfft3 and AnCo Ditch #47 which <br />include sediment rennval from culverts, miscellaneous channel cleaning, rennva1 of <br />abandoned culverts and appliances, etc., for total cost up to $47,500. Carried. 5-0 <br /> <br />4. Scott armolIDced receipt of bill for dues in the Minnesota Association of <br />Watershed Districts, and IOOved approval of paynent in arIDlIDt of $570.00 for 1988 <br />nanhership in the Association; seconded by Wi1lcoxen. Carried. 5-0 <br /> <br />5. Cardinal explained his contact with Representative Quinn, requesting his assist- <br />ance in getting the RCWD bill through the Tax Conmittee. <br /> <br />6. Savage questioned why the Board IOOves to suspend the Rules of Procedure at each <br />neeting. Response: Agenda order is proscribed in the By-Laws of the Board of <br />Managers. The Rules of Procedure are suspended in order to serve people in attendance <br />first, rather than make them sit through a large portion of the meeting. <br /> <br />REPORl' OF THE TREASURER: <br />None. <br /> <br />REPORl' OF THE ATl'ORNEY: <br />None. <br /> <br />REPORl' OF THE ENGINEER: <br />1. It was IOOved by Sande and seconded by Scott to ratify the <br />following Pennit Applications in accordance with the District Engineer 1 s Reconmenda- <br />tion, as contained in the Engineer's Revised Report dated January 27, 1988: 87-146, <br />87-167, 87-170. Carried. 5-0 See Attachment 1 for details and Board action. <br />It was IOOved by Sande and seconded by Scott to table the following item: 88-04 <br />as recOIIIrended by the District Engineer in the Engineer's Revised Report dated <br />January 27, 1988. Pennit Application, Project Review exhibits and recOIIIrendations were given by <br />Engineers Woods and Weidenbacher on the following items: 87-163, 88-02, 88-06, <br />88-08, 88-01, 88-03, 88-05, 88-07, 87-119,*86-111, 87-117, 87-160 and 88ROl, 88R02. <br />See Attachments 1 through 3 for details and Board action. *Board directed that a <br />letter clearly stating their displeasure with Applicant's m:mner of procedure with <br />this project be prepared for President Cardinal's signature by Torpe. <br /> <br />3. Re-schedule IL/CDL Final Report. Upon request by Engineer Weidenbacher, this <br />Report was re-scheduled to 2-18-88 Meeting. <br />
