ew <br />1ighton <br />PURPOSE <br />Report #79 312 <br />January 12, 1979 <br />REPORT TO THE CITY COUNCIL <br />APPLICATION FOR VARIANCE AND BUILDING PERMIT <br />VN-200, LP-78 <br />To consider an application of Berger Transfer and Storage, Inc. to <br />construct a warehouse/office building and a service building. <br />BACKGROUND <br />APPLICANT: Berger Transfer and Storage, Inc. <br />LOCATION: Generally east of 9th Avenue S.W. north of 3rd <br />Street S.W. and west of Old Highway #8. <br />ZONING: I-2,.Heavy Industrial <br />The applicant proposes to construct a 92,000 sq. ft. warehouse, a <br />16,000 sq..ft. office building (attached to the warehouse building <br />and a 20,000 sq. ft. service building on a site of 8.295. acres. <br />The proposed buildings meet the regulations in the zoning code for <br />setbacks, height, floor area,ratio and number of parking spaces. <br />However, a variance is required because the zoning code states <br />that an off-street parking lot in industrial districts is not <br />permitted in any front yard or any side yard bordering upon a <br />street. The site is somewhat unique in that it is completely <br />enclosed by public streets making it difficult to design a parking <br />lot that would meet code. <br />The applicant has indicated in designing the parking area, that <br />an attempt has been made to minimize the number of spaces located <br />close to Old Highway #8. In addition, the applicant is proposing <br />a 6' berm along Old Highway #8 in order to screen the parking lot <br />and the building from the road. The parking areas will be <br />completely enclosed with concrete curbing and the area will have <br />the required dustless surface. <br />The unique circumstance of this proposal is that the area is <br />enclosed by public streets. However, before a variance is granted <br />the applicant should reduce the visual impact of the parking lot <br />through extended landscaping. <br />The proposed landscaping is insufficient in terms of screening a <br />softening the buildings and parking areas. The berm should be <br />extended around the northeastern corner of the site. Additional <br />planting should include trees that hold their leaves such as <br />evergreen and pines. Scrubs and bushes should be used to soften <br />issued by City Manager
