. <br />I VN-200, LP-78. <br />the long edge of the warehouse building and the berm. <br />Another issue involves the concern over the flow and volume of <br />traffic generated at the site. The zoning code in Section <br />12-060, c., states that there be only 2 driveways per property <br />unless the City Council grants a special permit for more. The <br />applicant is requesting 3 driveways. <br />Ramsey County will be upgrading old Highway #8 between 6th Street <br />S.W. and 2nd Street N.W. The acute angle intersection of 8th <br />Avenue S.W. and Old Highway #8 south of 1st Street S.W. is <br />proposed to be eliminated. These types of intersections are <br />very dangerous. 8th Avenue is proposed to be a cul-de-sac <br />north of old Highway #8 and access would be via 1st Street <br />S.W. This upgrading will eliminate one dangerous traffic <br />problem in this area while the -proposed driveway off of Old <br />Highway #8 could cause another traffic problem. Staff recommends <br />that if the driveway is permissible it only be used as an <br />entrance into the site. <br />Another major concern generated from this proposal is drainage. <br />The proposed.grade changes and curbing will result in storm <br />water run-off being channeled out via the driveways. The two <br />low areas are the northeast corner and the southwest corner of <br />the site. The drainage to the northeast corner to the curb and <br />then westward along the curb and out through the driveway could <br />cause some problems., City Engineer recommends that an approximate <br />100 foot storm sewer be placed in the northeast corner to carry <br />the run-off out to the intersection of Old Highway #8 and 9th <br />.Avenue S.W. This system would then make use of the proposed <br />Ramsey County storm sewer system along Old Highway #8. <br />It should also be noted that only approximately 85% of the <br />exterior walk facing public streets are decorative block and the <br />zoning code requires that the exterior wall be constructed of <br />material other than standard concrete block. <br />In summary, the applicant has the unique circumstances warranting <br />a variance based on the following conditions: <br />.1. That additional landscaping be used for screening <br />along 3rd Street S.W. and the northeast corner; <br />2. That the drainage system be approved by the City <br />Engineer; <br />3. Traffic patterns are acceptable to staff and the <br />driveway off of Old Highway #8 be used for an <br />entrance only.
