,

..

VN-203, LP-81
Page #2

Site and Planting Plan" submitted by the applicant indicates that
the site can be designed to allow for the required 35 parking
spaces.

The applicant has a unique circumstance because of the type of
business and number of employees. The hardship would be the
construction of the excessive number of parking spaces. The
applicantls proposal of sodding and landscaping would create
a desirable appearance for the site rather than the large
amount of the curbing and paving.

5?/

However, the applicantls site plan indicates concrete curbing
only on the radius of the western driveway and only along the
eastern edge of the building. In a B-3 district concrete curbing
is required to enclose the entire parking area. The applicant's
reason for not including the required curbing is so that the
proposed parking area can later be developed to provide for 35
parking spaces. Some type of curbing or bumper stops should be
required to protect the proposed landscape area.

The building plans indicate that painted one-score concrete block
will be used as an exterior wall treatment on the street sides
of the building. It is staff's opinion that this type of block
is a decorative block or equivalent as required by the zoning
code.

The site and landscape plans are incomplete in that grade and
contour plans, drainage plans and the provision for refuse storage
are not indicated. With the above exceptions and the variance
request, the site plans as submitted meet all zoning code
requirements.

RECOMMENDATION

Staff recommends that VN-203 be approved by waiving the reading
and adopting the attached resolution with conditions. LP~8l should
be approved by simple motion contingent on the conformance with the
conditions of VN-203 and site and landscape plans signed by the
applicant and city Planner~

.~
