Nelson was present to answer any questions. He <br />presented a revised site plan that provided two driveways. Staff <br />commented that the revised site plan did not provide for adequate <br />driving lanes in the parking area. <br /> <br />David C.Y~pma of 2023 Old Highway #8 (the property owner di~ectly <br />to the south of the site in question) commented that he opposed <br />having the driveway of 24 feet and parking area adjacent to his <br />house. The proposed location of building and driveway would be <br />next to his bedroom windows. In addition, the construction of <br />the driveway on the southern part of the property would require <br />Mr. Nelson to remove two existing trees. Mr. Yepma went on to say <br />that he did not oppose the office building for that site but <br />oppo~ed the driveway and parking area next to his prop~rty. <br />Mr. Yepma suggested that the Board consider requiring the installa- <br />tion of a privacy fence along the southern and eastern boundaries <br />of Nelson's property. . <br /> <br />Mr. Ron Elmquist, the property owner to the east of Mr. Yepma, <br />requested that for safety and prfvacy purposes that a fence should <br />be put up to separate and screen the properties. <br /> <br />Mr. Yepma stated that he found it more acceptable if the driveway <br />was on the northern portion of the property. <br /> <br />Commissioner Livingston stated that the floor plan with small <br />adjustments could provide for an entrance on the north if the <br />driveway was changed to the north. <br /> <br />The applicant commented that he is opposed to turning the building <br />because the rear of the building would. then be facing Old Highway #8 <br />and that side of the building is the least attractive. <br /> <br />Motion by Brown, second by Lang that the Board recommend approval <br />of LP-86. Contingent on the building relocation application being <br />approved by the City Council and subject to the site plan being <br />revised to provide for a driveway located on the northern edge of <br />the property. <br /> <br />Motion by Williams, second by Brown to amend the motion to include <br />that the applicant shall provide for a 6 ~oot screened fence along <br />the south and east of the property. <br /> <br />Motion by Livingston, second by Brown to further amend the motion <br />to include the condition that the building have its entrance adjacent <br />to the recommended driveway on the north and that the driveway be <br />18 feet to 22 feet in width. . <br /> <br />~ <br />
