December 23, 1980

City of New Brighton
Planning Department
803 - 5th Avenue N.W.
New Brighton, MN 55112

Attention: Joan Archer

Dear Joan:

In reference to your letter of 12/18/80, we feel that we have not been
negligent of your conformities put upon us by the city council. We
have continued construction throughout this entire season to comply
with our original drawings, which were not meticulously detailed. At
that time the city council made an example of our efforts to operate
a business in New Brighton by making unprecedented demands on building
design and placement. These demands have already placed overwhelming
hardship on our time and finances.

We have not forgotten our original ideas. We do not feel that our
property has the finished look we desire. As we have built, we have
come up with some definite improvements that enhance the appearance
and physically improve efficiency. We realize the fact that we are
not finished yet. We also know the city has been lenient with our
efforts, however timely they have been.

We have always tried to work and cooperate with the Planning Dept. of
the city, and in this case we feel it is our obligation to continue
to do so. It is our intent to meet each and everyone of those
connnitments.

We propose to do the following in conjunction with your letter:

1) We will designate and assign a handicapped parking space within
30 days.
2) We will install a brick veneer on the lower portion of the West
side of the building from the midpoint to the North end per our
original plans. This work cannot be completed until the frost is
gone. It will be completed by June 1, 1981, weather permitting.
3) Installation of our split rail fence will be completed as soon as
weather permits and will be in accordance with original plans.
4) We have secured the materials to construct the fencing, and this
will be installed as soon as weather permits.
5) Installation of crushed rock in the storage area is a complete
l80-degree request of us since approval of our building permit.
We were told the only acceptable covering of the ground was a
"dustless surface", and this did not even include oil-covered
