E-2 WeST
New BRIGHTON, MN 55112

(612) 633-4200

February 1, 1989

City of New Brighton
803 Fifth Avenue NW
New Brighton, Minnesota 55112

Attention: Erny Mattila, City'Planner

"

Re:

Donatelle Properties
Building Two Variance Request

Dear Mr. Mattila:

Donatelle Properties wishes to begin the process to obtain the necessary
approvals to allow the construction of a s~cond building to be located
East of tl1e existing building. The second building and the Site
development for it are ,as \Vas previously' described during the approval
process for the first building.
~ '

The approval process for the first building granted, variances for the
front .yard setbad;: ,as.well as' the rear yard 'setback. 'It appears that the'
same front yard setback variance will be necessary for the Westerly half
of th~," proposed second building as it is desirable, and prudent, for this
portiqn of the building to be in the' same plane as the first building.
The E~sterly portion Df the second building steps back 30 feet which
means ~:t:he North wal'l . (f'ront). of the building will be 70 feet. from the
property line. The primary reason for the stepped building is due to the
Site's soil conditions. This area of the site, the middle 1/3, underwent
substantial soil corrections in July, 1988. The eastern 1/3 of the site
has been proven to be unbuildable and the soils in the area of the
building step-back were similar to those encountered in this area. It
was determined 'through testing that a stepped building would be the most
feasible due to the extremely difficult soil conditions in this area.
The stepped building design allows for some pleasing aesthethic features
that will enhance this building, and the overall site development, as
well.

The reasons for requesting the front yard setback variance are as stated
above and as stated in the August 13, 1984 letter describing the long
frontage and shallow depth of the Site, the extensive soil corrections
necessary for the middle 1/3 of the Site and the unsuitability of the
soils in the Eastern 1/3 of the site for building of any type.

The effect of the front yard variance is minor. Only two adjacent
residential properties are affected by this setback variance. Bothof
tl1ese prpperties have side yards rather than front yards facing the Site.
County Road B-2 is a county state aid highway which is classified as a
collector street rather than a residential street. This reduces the need
for the. extraordinary 60 foot setback.
