~ .t .

Febr'uary 1/ 1989
Mr. Erny Mattila
Donatelle prperties, Inc. Building Two

The 73 foot right of way for County Road E-2 is wider than normal by 13
feet and therefore 'provides the equivalent of a 53 foot setback. In
addition, the'placement,of the road surface completely on the South
portion of the right-of-way provides extra space for screening on the
residential properties if they so desire.

It also appears that a rear yard setback variance of two feet will be
necessary. This occu~s as a newly enacted parking ordinance requires a 5
foot setback from the rear property line and the parking area. The
ordinance existing at the time of approval of the first building did not
require a setback and the site Planning was accomplished i~ this manner.
Weare able to reduce parking stalls from 20 feet in length to 18 feet
and reduce the driveway width from 25 feet to 24 feet, which are allowed
Under the new ordinance. This places the parking area 3 feet from the
property rine rather than 5 feet which means a' setback variance of 2 feet
is" necessary. This setb~ck is the result of 'an existing condition and a
new ordinance cQUpleq with the unique circumstances pertaining to this
site. We feel'that the impact of a 2 foot variance' in this area is minor
in nature and will not be detrimental to the adjacent property ot to the
pUblic as ,~~ whole.

The,development of this' Site has been a challenging task because of size
and configuration, setback' requirements, soil conditions and ponding ,
requirements. ~he first building has been in place now since March, 1985
and we feel that the );milding and landscaping' have .been an a"ttract:i,.ve
addi tion "to. ,this anoia of New Brighton, and the City in general.' The
functions contained within the s~ructuie have caused no noise, dust or
other undesirable effects for the neighbors or to the publi<;:: as a i"hole.
We feel that the development "to date has been everything stated it would
be during the initial planning sta"ge and we would like to complete 'the
site development to make the entire parcel an attractive addition to the
City. Your approval of the requested variances will allow us. to complete
the development.

submitted,

Mike.
