Page 5

13. Screening: The Norway Pines proposed along the east and south property
lines be increased in number to provide a landscape screen along the
entire east and south property lines. Also, a two foot high berm be
constructed along the east and south property lines with the 6 foot high
fence placed atop the berm. A majority of the existing trees to the south
would be retained.

14. Impact on Surrounding Land Uses: The proposed commercial use would
have a minimal impact on the surrounding land uses if an adequate landscape screen
and drainage controls are provided along the east and south property lines.

Public Works

1. Streets: Silver Lake Road and County Road E are to be improved in the
future. Therefore, Ramsey County has requested 17 feet of additional
right-of-way along Silver Lake Road and 16.5 feet of right-of-way along
County Road E.

2. Grading/Drainage: In the past, there have been drainage problems between
the subject site and the Birch Pond properties. The proposed grading
and drainage plan, ,with the inclusion of a 2 foot high berm along the east
and south property lines and 6 inch curbing around all bituminous areas,
would appear to resolve any previous drainage problems and adequately
control all drainage from the proposed development.

6.
