<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />May 14, 1991 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Dick Grones, Cambridge Group, said the disadvantage in not zoning a <br />parcel is that it becomes a mystery and buyers are apprehensive to <br />purchase adjoining parcels. Possible tenants in a B-1 district may include <br />an office building for dental, medical or professional offices. The smaller <br />office buildings have become a healthy segment of the market and is the <br />least offensive to abutting sites. <br /> <br />Rebelein said Council does not have an obligation to a landowner to <br />rezone a property to increase its value. She feels the adjacent property <br />owners may prefer to take an active interest in the parcel',s rezoning. She <br />suggested a resolution of intent which would pertain to -j' specific proposal <br />which requires the B-1 rezoning." <br /> <br />Benke suggested holding the first reading of the ordinance amendment, <br />but detaining the second reading until a proposal has been completed. Mr. <br />Grones will discuss concepts with staff before the second reading. <br /> <br />Scott Johnson. Arcon, is developing the parcel's residential portion and <br />does not have an economic interest in Outlot C, however, he has some <br />concerns. He prefers to be upfront and knowledgeable with prospective <br />home buyers, and the unknowns involved in a future rezoning could make <br />a prospective buyer uncomfortable. He has researched several <br />alternatives for Outlot C and feels potential buyers would be less resistent <br />to the B-1 zoning, than to multi-family residential. <br /> <br />Mr. Grones said his clients, JUO Company, endorse the B-1 rezoning and <br />a timely decision is appreciated so that marketing of the parcel could <br />begin. JUO is not requesting the rezoning to increase the parcel's value, <br />but feels that the parcel to stay as is would require an interested buyer to <br />overcome one more step in order to develop the parcel. <br /> <br />Mattila said according to the B~ 1 restrictions a building can be no more <br />than a two story building. <br /> <br />Williams has lived near the parcel for 21 years and prefers to see it <br />developed tastefully. He feels B-1 is the best zoning for the parcel. <br /> <br />Motion by Williams, seconded by Larson. to WAIVE THE READING AND <br />HOLD THE FIRST READING OF AN ORDINANCE AMENDING THE NEW <br />BRIGHTON ZONING ORDINANCE BY REZONING CERTAIN PROPERTY <br />WITHIN THE CITY OF NEW BRIGHTON FROM R-1, SINGLE FAMILY <br />RESIDENTIAL TO B~1, LIMITED BUSINESS. <br /> <br />4 Ayes. 1 Nayes (Rebelein), Motion Carried. <br /> <br />The second reading will be held May 28, 1991. <br /> <br />Mr. Grones said JUO's intention is to develop the area tastefully. <br /> <br />Council Business <br /> <br />JUO Property <br />Rezoning <br />Report 91 ~113 <br />Resolution 91-53 <br />
