<br />Council Meeting Minutes <br />April 23, 1991 <br /> <br />Page 3 <br /> <br />I <br /> <br />Council Business. continued <br /> <br />Being that a rezoning requires a four-fifths vote and Councilmembers <br />Gunderman and Rebelein are not in attendance, it is recommended the <br />request be continued to the May 14 Council meeting. <br /> <br />Motion by Williams. seconded by larson. to CONTINUE CONSIDERATION <br />OF THE FIRST READING OF R-136 TO THE MAY 14, 1991, MEETING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila explained that Arcon Development is requesting to subdivide a 60 <br />acre parcel into 112 single family lots and three outlots. <br /> <br />Outlot A involves a ponding area and park land for trails. and Outlot B <br />provides access from the cul-de-sac to Driftwood Park. The JUO <br />Company is pursuing the rezoning of Outlot C, and, is considerec;l a <br />separate item from the preliminary plat being presented tonight: <br /> <br />Arcon is requesting a 5 foot front yard setback variance for 8 lots along <br />the western boundary. However, a four/fifths vote is required for the <br />setback variance and the request will be continued to May 14 meeting. <br /> <br />I <br /> <br />Police Chief John Kelley has approved the street names with the exception <br />of Chelsea Terrace, which will be renamed due to a name duplication. <br /> <br />City Engineer Les Proper feels the current plat proposal provides for <br />adequate plowing and removal of snow. <br /> <br />Mike Black, James R. Hill Company, said the project possesses a low <br />density of 2 units per acre and a minimum lot depth of 144 feet with <br />average lot width of 95 feet. The majority of the site drains to the north <br />through a stormwater system into Outlot A. However, because a small <br />southern portion could cause run-off to County Road E, stormwater basin, <br />catch basins, and a pipe system will be installed to channel water into the <br />ponding area. The developers will work with Proper and the Rice Creek <br />Watershed District to formulate an appropriate drainage plan. <br /> <br />Benke feels th~ 90 degree turn which Wexford Heights Drive makes <br />throughout the development may cause confusion and suggested <br />renaming the east entrance to Wexford Heights Lane. He also suggested <br />renaming Chelsea Terrace to Ashley Terrace. <br /> <br />I <br /> <br />Williams asked what landscape plans are proposed for the subdivision's <br />interior. Mr. Black said the site will require some grading, but efforts will <br />be made to retain a portion of trees. The Planning Commission has <br />requested a landscape plan for the subdivision's interior, prior to approval. <br /> <br />Williams asked if Ramsey County's future plans to upgrade Silver Lake <br />Road would be compatible with the subdivision's grades. Mr. Black said <br />the plans has been submitted for review by County staff.
