I

I

1

Council Meeting Minutes
April 23, 1991

Page 4

Council Business. continued

Mr. Black said after completion of the approval process, grading
operations could begin in early June and utility installation in July. Five
builders have proposed completion of model homes by September.

Motion by Williams, seconded by Larson, to WAIVE THE READING AND
ADOPT THE RESOLUTION APPROVING PL~192; AND CONTINUE
CONSIDERATION OF VN-282 TO THE MAY 14 COUNCIL MEETING.

3 Ayes - 0 Nayes, Motion Carried.

Proper presented a petition from Arcon Development requesting the City
to construct public streets and utilities to serve the Wexford Heights plat.

The high elevation requires construction of a booster station and elevated
storage tank to increase water pressure. The total streets and utilities
costs would be special assessed against the benefitting lots. Th~ booster
station and tank are City costs and would be paid from water user fees.

Proper said the existing drainage problems occurring around the Birch
Pond Condominiums will continue to be closely monitored.

Motion by larson, seconded by Williams. to WAIVE THE READING AND
ADOPT THE RESOLUTION ACCEPTING THE PETITION AND ORDERING
AN ENGINEERING FEASIBILITY STUDY FOR EXTENDING STREETS AND
UTILITIES TO SERVE THE WEXFORD HEIGHTS PLAT, PROPOSED
IMPROVEMENT PROJECT 91~7.

3 Ayes - 0 Nayes. Motion Carried.

Kevin locke, Community Development Director. said Robert Nixon has
offered to donate to the City an undeveloped 9.94 acre parcel on the east
side of Jones lake. Mr. Nixon's reason for the donation is that prospects
for site development are low and it has become a tax burden.

Much of the site is wetland and has limited access. but the site could be
added to an adjacent parcel or be used for public open space. The Jones
lake wetland is .an identified amenity and could become a public natural
open space and/or trail area.

Staff recommends an environmental site review be performed prior to
donation acceptance. The assessment cost would be about $2.500-
5.000.

Benke suggested staff inform the adjoining property owner of the City's
possible acceptance of the donation since there may be access issues
involved.

Council Business

Arcon
Development
Preliminary Plat
and Setback
Variance
Report 91-096
Resolution 91-038

Feasibility Study -
Wexford Heights
Streets & Utilities
Report 91-096A
Resolution 91-040

Robert Nixon Land
Donation
Report 91-097
