<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />April 9, 1991 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Mattila said Harstad Companies is requesting final plat approval of <br />Innsbruck North - New Brighton 5th Addition. Harstad wishes to retain <br />Phase I and II (single family homes) of the originally approved plat, but <br />Phases III and IV (townhouses and apartments) would be platted as one <br />outlot for future replatting for only townhouses. The proposal is <br />considered a revised final plat because of is similarity to the previous plat. <br /> <br />City Engineer Les Proper said Harstad is requesting the northerly 400 feet <br />of the watermain which runs through the property be lowered 35 feet in <br />accordance with the plat's final grading plan. The City has scheduled <br />replacement of the entire watermain the fall of 1991. If the northern <br />portion is completed in the spring, the remaining portion would be <br />completed on schedule in the fall. <br /> <br />Williams asked if it is more economically feasible to perform the <br />watermain replacement at one time. Proper said there is not adequate <br />time for the City to let a contract to lower the main. Harstad will arrange <br />the contract for the lowering and the City will let a contract for the <br />remainder. The Harstad's will be financially responsible for the current <br />project and the entire cost of the remainder of the project in the fall will be <br />special assessed to them as well. Rebelein requested City staff carefully <br />supervise the watermain reconstruction project. <br /> <br />Motion by Larson, seconded by Williams, to APPROVE THE AGREEMENTS <br />AND AUTHORIZE THEIR EXECUTION SUBJECT TO: <br /> <br />1. OBTAIN AN EXCAVATION PERMIT FROM THE CITY BUILDING <br />OFFICIAL. SUBMITTAL REQUIREMENTS FOR SAID PERMIT <br />INCLUDE BUT ARE NOT LIMITED TO: <br />A. FINAL GRADING AND DRAINAGE PLAN <br />B. NUMBER OF CUBIC YARDS TO BE REMOVED <br />C. HOURS OF OPERATION (7 A.M. TO 7 P.M.) <br />D. HAULING ROUTE (FULL LOADS - 27TH AVENUE TO <br />SERVICE ROAD TO INNS BRUCK DRIVE TO ROAD TO '~694. <br />EMPTY LOADS -1~694 TO SILVER LAKE ROAD TO <br />INNS BRUCK DRIVE TO 27TH AVENUE). <br />2. PROVIDE THE FOLLOWING DUST CONTROL MEASURES: <br />A. WATER TRUCK STATIONED ON-SITE TO WATER DOWN <br />SITE AND HAULING ROUTE WHEN NECESSARY. <br />B.
