To accomplish the sale, the City established an <br />off-sale liquor license ordinance which provided for only one off-sale <br />license to be issued to Red lion liquors who is leasing the former Palmer <br />Drive liquor Store. At that time, a decision about the City's long range <br />policy regarding location and number of liquor stores was not addressed. <br /> <br />Presently, the City received a request from the Rice Creek Shopping <br />Center merchants regarding an off-sale liquor license. However, the <br />current ordinance provides for only one license. <br /> <br />Staff recommends the Citizen Study Committee (CSC) research <br />development of an off-sale liquor license policy and present their findings <br />to Council. Following receipt of the CSC report, Council would make a <br />final decision. A public hearing is required prior to an ordinance change. <br /> <br />A merchants association representative said the City has communicated to <br />them the processes involved in the evaluation of the ordinance <br />amendment. The merchants feel an off-sale liquor store would be the <br />ingredient needed to convince the center's owner to invest in upgrading <br />the center. They request that the merchant association be notified of the <br />CSC meetings to allow their input. <br /> <br />Motion by Williams, seconded by Larson, to DIRECT THE CITIZEN STUDY <br />COMMITTEE TO EVALUATE THE PRO'S AND CON'S RELATING TO THE <br />ISSUANCE OF OFF-SALE LIQUOR LICENSES AND REPORT BACK TO THE <br />COUNCIL ON MAY 28, 1991; AND DIRECT STAFF TO INVESTIGATE THE <br />ZONING ORDINANCE AMENDMENTS THAT MAY BE NEEDED AND <br />OTHER PROCEDURAL STEPS NECESSARY SO THAT THIS ISSUE CAN BE <br />RESOLveD WITHIN A REASONABLE TIME FRAME. <br /> <br />3 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />CQuncil Business <br /> <br />Issuance of <br />Private On-sale <br />and Off-Sale <br />liquor licenses <br />Report 91-085 <br /> <br />Childs presented an update regarding a proposal by the St. Paul Police and Police Merger <br />Ramsey County Sheriff Departments to introduce a bill to Legislature Discussion <br />regarding the merger of police departments within Ramsey County. <br /> <br />Childs acknowledged it is difficult to oppose a cost saving proposal during <br />this budget crisis, but the City does have some concerns about the bill. <br />One concern felt by himself and other suburbs is that St. Paul's police <br />service cost per capita is about $111, as compared to $30-60 for the <br />suburbs. The proposal would likely result in an average per capita cost of <br />about $85, which is an increase from the current suburban level. Also. <br />the proposal states a $9 million cost savings, however, there is no back- <br />up which can support the statement. <br />
