<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />April 9, 1991 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Instead of taking an opposition stance, the suburbs asked the Ramsey <br />County legislative delegation to allow for discussions between the <br />suburbs, St. Paul and the County to determine collaboration alternatives <br />by functional area. Identified collaboration areas include: dispatch, crime <br />lab, communications, record keeping, bomb squad, canine, and jails. <br /> <br />The Ramsey County Commissioners instructed the County Executive <br />Director to meet with the suburbs, St. Paul and the County to discuss <br />functional areas and combination or collaboration areas. <br /> <br />Also, the suburban city managers and administrators met and seemed to <br />agree that the Ramsey County league of local Governments (RCllG) <br />could be used to promote collaboration discussions. In addition. <br />discussions with the Metropolitan Council resulted in them showing <br />interest in providing staff support for such an effort. Main goals identified <br />were: explore cooperation which would be mutually beneficial to the <br />communities involve; look at ways to improve services and reduce public <br />costs; and develop a systematic, objective, credible process to reach <br />consensus on the matter of cooperation. <br /> <br />Instead of following this approach, the Legislature has introduced a bill <br />which would establish a 25 member committee to study the consolidation <br />of Ramsey County, St. Paul and the suburban communities and report its <br />findings to the legislature. The 25 appointees would be derived from: 1 <br />suburban County Board member, 1 St. Paul County Board member, 3 <br />persons selected by the St. Paul Council, 3 persons selected by the <br />suburbs, 6 residents of St. Paul selected by legislature, and 6 suburban <br />residents selected by the legislature. <br /> <br />Williams noted the Ramsey County Charter Commission has worked very <br />hard to put together a Charter which empowers Ramsey County and its <br />cities to make decisions without involving the legislature. He feels this <br />proposal goes against the basic purpose of the Charter. He suggested <br />Council prepare a resolution which would be sent to Ramsey County <br />Legislators and the County Board expressing New Brighton's opposition to <br />the proposal. <br /> <br />Council Business <br /> <br />Police Merger <br />Discussion <br />
