Benke asked if the situation <br />would be any different if the lots were not subdivided. Gunderman <br />acknowledged that, but keeping the parcels together provides a functional <br />use. <br /> <br />Williams said locating a buyer with an enormous amount of resources to <br />renovate Parcel A, may be difficult. He suggested tabling the issue for <br />two weeks, so that staff can review Parcel A's background. Boemer said <br />a two week delay is workable, but three weeks may cause problems. <br /> <br />Boemer said previously, a company acquired the property for a customer <br />proposing to build a small structure on Parcel B with a large majority of <br />Parcel A used for parking, however. this arrangement fell through. Mattila <br />said the proposal was approved upon condition certain landscaping be <br />used. Staff is re-evaluating the City's exterior storage standards to <br />control situations such as a small structure with a large exterior storage <br />area. A resolution was passed stating a large exterior storage proposal <br />will not be evaluated until adoption of the new exterior storage standards. <br /> <br />Rebelein noted the small parcel adjacent to the south of Parcel A lacks <br />accessibility and a buyer would need to acquire Parcel A to gain any sort <br />of access. Realistically speaking, most of the area north and west of the <br />railroad right-of-way would not be developed and would remain open. <br /> <br />Gunderman requested staff provide a history of site contamination and <br />legal opinion regarding tax forfeiture and City responsibility. <br /> <br />Motion by Williams, to RebeJein. to CONTINUE ACTION ON PL-1 91, <br />BOEMER MINOR SUBDIVISION, TO APRIL 9. 1991, COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Dave Fridgen, City Sanitarian, reviewed the City's new Solid Waste <br />Ordinance which becomes effective April 1. 1991. Features include: new <br />collection days, new hauler categories, volume-based fees, and license fee <br />based on the haulers' average monthly customer accounts. <br /> <br />Because Ramsey County will fund the City's recycling program through <br />1991, there is no need to initiate the new hauler fee schedule. Action is <br />sought to extend the existing schedule and defer the new schedule.
